Community Residential Facility - Victoria, Canada - The Salvation Army
Description
In partnership with Correctional Services Canada, the CRF department exists to provide offenders transitioning from prison to the community a safe, hopeful environment in which they can restore their place in the community through the services we provide.
The CRF Manager directs, leads, and manages CRF support staff and oversees the effective delivery of services to individuals residing in the CRF at The Salvation Army ARC.
HOURS:
- This position requires the incumbent to be flexible as periodic travel is required.
KEY RESPONSIBILITIES:
Correctional Programming and Services
- Ensures consistent compliance with CRF standards outlined in the ARC/CRF policy and procedures manual
- Assists offenders to comply with the terms of their conditional release, so they can safely and successfully reintegrate into the community and avoid reoffending
- Supports offenders achieve personal stability, confront their individual barriers, and reestablish positive connections with their community
Management
- Manages and supervises the daily operation of the CRF, including the Outreach services, the High-Risk Offender Initiative, Reporting Centre, urinalysis collection and Skills for Recovery (SRP) Program
- Chairs weekly case management meetings with CRF case managers, Victoria Area Parole Officers, and Victoria Police's liaison officer
- Conducts performance reviews (PEACs) for CRF staff
- Supervises CRF staff contributions to offenders' interdisciplinary case management teams
- Sets agenda and conducts CRF staff meetings quarterly
- Conducts regular resident meetings to respond to clients' questions and concerns
- Upholds CRF house rules, intervenes in resident's behavioral issues, and oversees resident disciplinary process
- Participates as an active member of the ARC's Management Team, involved in strategic planning, budgeting, and program enhancement initiatives.
- Works with the Executive Director and Management Team in the accomplishment of the spiritual mission and ministry of The Salvation Army
- Liaises with local police forces to facilitate communication, to increase awareness and understanding of the CRF's purpose and to build support
- Fosters relationships with stakeholders and community partners
Policies and Procedures
- Ensures each staff member is familiar with and complies with all relevant aspects of the Policy and Procedures Manual and reports to Executive Director on facility's contractual requirements (e.g. Correctional Service of Canada)
- Submits policy updates to Executive Director for approval and recommends changes
- Participates in Labour Management meetings and Occupational Safety and Health committee meetings
Employee Relations
- Recruits, trains, orients, schedules and supervises qualified staff in the CRF
- Consults with Employee Relations Manager on hiring and disciplinary procedures
- Responsible for approving staff scheduling
Business and Finance
- Develops budget for submission to Business Manager and operate the department within the approved budget
- Represents The Salvation Army in the community through effective interaction with all stakeholders such as CSC, Human Services and Health Services Agencies, Government, Media, Neighbors and the general public
- Oversees and approves staff payroll for CRF department Property
Property
- Participates in effective preventative maintenance for realizing the full life expectancy of major building / department components with equipment, quality routine maintenance and upkeep, and the capital replacement plan.
- Develops and oversees an effective occupational health and safety program in compliance with WCB requirements
Case Management
- In consultation with Executive Director, develops, administers, and reviews CRF Program Plan as needed to reflect contract requirements and best practices
- Oversee case assignment: assign caseloads and review caseload capacity for each caseworker
- Oversee case management expectations with counselors: weekly meetings are complete, forms are submitted each week, and accurate case notes are completed after each meeting.
- Conduct regular case reviews with caseworkers to ensure reporting deadlines are met
- Quality controls case reports to maintain contractual expectations and ensure consistency

QUALIFICATIONS AND EDUCATION REQUIREMENTS:
