The Cluster Applications Branch within the Central Agencies I&IT Cluster in the Treasury Board Secretariat is seeking a leader to join their team as the Manager, Mainframe Support and DBA Services.

What can I expect to do in this role?
The Mainframe and DBA Support Services team delivers management and support of the mainframe systems and DB2 database environment.

This includes undertaking consultative engagements with Ministry of Finance clients to collaborate on strategies to migrate legacy systems to suitable technology platforms such as Cognos and OntTax, and the execution of projects to deliver on those established strategies.


As the Manager, Mainframe Support and DBA Services, you will:

  • Establish priorities, identify critical issues, recommend options, meet tight deadlines and work under pressure on a consistent basis.
  • Demonstrate procurement and financial management practices and polices relating to project delivery and operational support.
  • Be a strong communicator to engage and support staff, partners and senior leadership in a way that is both responsive and empathetic.
  • Be knowledgeable in human resource management policies/ principles, labor relations and collective agreements to manage and provide effective leadership to a diverse staff.
  • Lead through others by motivating, building and developing a team of individuals to deliver results in high profile initiatives.
  • Foster a collaborative and inclusive work environment with employees, colleagues and stakeholders.

  • You have the ability to provide advice and expertise to management regarding critical or emerging issues, on stakeholder interests or concerns that could impact ministry priorities, and aid in the development of responses.
Technical Expertise

  • You can ensure that system and service implementation/delivery meet business needs and align to established budgets.
  • You have knowledge of software development life cycle, cloud technologies, mainframe and midrange platform and quality assurance best practice.
  • You have knowledge of business and systems analysis, design, development, testing and implementation methods, techniques and tools.
Relationship Management and Communication Skills

  • You have demonstrated communication skills to conduct presentations and manage customer and service agreements.
  • You have proven negotiation skills to establish working relationships with I&IT management, clients, project stakeholders and staff.
  • You have experience in managing and negotiating IT service agreements using third party vendors and suppliers.
  • You have strong written skills to prepare formal reports, briefing notes, memos and summaries for senior management.
  • You have political acuity and discretion when handling confidential and politically sensitive information.
