Position Summary:

Reporting to the Director Signals and communication the Manager, Technical Services will provide technical and design expertise and support to the S&C Division at all levels, to safeguard the integrity of Various centralized traffic control (CTC) and grade crossing warning system by ensuring policies, standards, regulations and safe work practices are understood and implemented.

The S&C Manager, Technical Services will also provide coaching and competency follow-up to ensure that awareness, knowledge and practice of safe signaling methodologies are embedded in the workplace culture.


Primary/Essential Responsibilities and Duties:


  • Preparation of test plans and work methodology plans for CTC and GCWS systems, factory acceptance tests, post installation, pretest, test, and system inservice testing
  • Provide technical expertise and support to Operations and Project Managers in determining solutions to complex Signal & Communication design issues.
  • Development and management of field teams to execute testing, and commissioning activities
  • Support the testing and commissioning team in meeting project timelines.
  • Participate in project meetings as PNR's technical representative, if required.
  • Interact with multidisciplinary teams on proposals and projects.
  • Ensure that all safety policies are enforced; conducts regular site inspections/audits.
  • Prepare written reports and/or updates such as work methodology plans and testing and commissioning plans.
  • Ensure submittals of testing documents are complete.
  • Review testing and commissioning plans written by other members of the team for accuracy.
  • Assist with development of overall staffing requirements, through training deliverables and competency reviews of work practices.
  • Provide postincident advice to managers regarding root cause analysis and potential process failures.
  • Provide coaching to field staff with respect to work methodologies, and planning.
  • Provide classroom training to employees and/or customers, if required.
  • Provide input to senior management on recommendations for improving the signal division through effectiveness, reliability, safety and any other means.
  • Perform other related duties as assigned.

Required Qualifications

  • Completion of a postsecondary degree in Electrical Engineering or similar.
  • A minimum of ten (10) years of experience gained in Signals & Communications or an equivalent combination of education, training and experience.
  • Thorough understanding of various signaling systems.
  • Thorough understanding of crossing warning systems and Transport Canada's greade crossing standards and AREMA requirements.
  • Demonstrated ability to coordinate multiple projects based on positions scope of work.
  • Ability to work with mínimal supervision and consistently meet expectations.
  • Demonstrated management skills including the ability to lead, mentor and motivate employees.
  • Ability to read, interpret and comprehend drawings and specifications and contract documents.
  • Strong supervisory and resource coordination skills.
