Job Purpose:

To support our development, we are looking to add a Procurement Project Manager to our team in Ottawa.

The person in this role will provide efficient and cost effective value added purchasing support to Project Teams within Thales Canada Defence and Security.


Key Job Functions:


  • Maintain the Project Procurement Strategy using input from Customer's Tender and Prime Contract documents from Marketing, Project Management
  • Plan and Project Schedule from Project Management, Project Design documentation from Engineering, proposal documents from Marketing, and project financial data from Finance
  • Follow on from Bid Phase after the project has been won.
  • Supplier strategy and status
  • Risk management pertaining to Goods & Services including assessment, mitigation and KPIs documenting convergence of risks to a satisfactory level
  • Coordination of Sourcing/Contracting activities in support of the proposal as defined in the Purchasing Project Plan
  • Contribute to the Post Mortem Analysis (lessons learned) with Sourcing/Contracting and Engineering from previous bids and projects.
  • Ensure relevant governance is complied with, including Delegation Of Authority, Acquisition Log, Purchasing Summary Sheets, Purchase Vet process and Gate reviews
  • Ensure required purchasing documentation is produced and approved at the appropriate levels
  • Manage the development of the supply chain architecture to meet needs of the Project
  • Work with the Project team, to develop the Procurement Strategy for the allocated Project and ensure the strategy is communicated within the Project and Function.
  • Development of the Acquisition Plan to identify how the procurement strategy would be implemented across the Project, based on a reviewed and agreed company Subcontract Management Process that is appropriate for the Project.
  • Implementation of the Acquisition Management Process in Chorus
  • Play a key role in defining and implementing strategies to meet the offset/industrial participation needs of the Domain where appropriate.
  • Focus and optimize supply chain costs early in the life cycle ensuring savings are achieved against budget
  • Take Purchasing Work Package Management responsibility within the Integrated Project Team
  • Analyze costs of products and systems to identify focus areas or opportunities for reduction
  • Produce monthly reports on the status of purchasing activity within the Project
  • Validate flow of information between Project Management and Procurement (valid for any phase)
  • Facilitate and manage, through cooperation with Thales Category Purchasing early involvement of the right suppliers to ensure that designs are optimized for cost, delivery and quality.
  • Identify the key projects/technologies/products and potential suppliers to develop relationships/partner with.
  • Develop clear requirements with the bid/project team to support transfer and cooperation with the Category team for delivery
  • Review package progress and performance formally with Thales Category purchasing team and ensure issues are tracked, managed and escalated as required
  • Stays fully abreast of industry standards in its discipline
  • Monitor performance of projects material costs, and report deviations to the project.
  • Maintain and demonstrate superior interpersonal written and oral skills in daily relations, negotiations, and reporting/statusing
  • Maintain complete and effective lines of communication with staff and senior management
  • Report on a regular and periodic basis achievements, issues and goals
  • Attend and participate in such meetings as may be required

Key Skill Requirements:


  • All applicants must be legally entitled to work in Canada and meet Controlled Goods Clearance requirements and Canadian security clearance.
  • 10 years' work experience and a significant procurement background (RFQ/RFP experience, contract negotiations, etc.)
  • Track record of success in a similar role in relevant businesses or markets
  • Ability to understand Terms & Conditions of contracts
  • Superior interpersonal written and oral skills in daily relations, negotiations, and reporting
  • Excellent organizational
