Conditions of Employment:

Qualifications:
Essential:
- Postsecondary degree, preferably at the Master's level, in economics, international relations, business, communications or a related field. Equivalent education and experience may be considered.
- Experience in policy analysis, strategic planning, change management and/or program development.
- Strong critical thinking and problem solving skills.
- Experience leading research and analysis and making recommendations, including experience using qualitative and quantitative analytical techniques.
- Strong interpersonal skills, demonstrated by the ability to establish trust, as well as to develop and maintain working relationships with internal and external stakeholders.
- Political acumen with the ability to exercise sound judgement in dealing with confidential and politically sensitive materials and situations.
- Effective verbal communication skills to communicate effectively with all levels of the organization and to external stakeholders.
- Excellent written communication skills and the ability to prepare written correspondence.
- Knowledge of provincial, national, and international social, economic, policy, and political issues.
- Excellent organizational skills with the ability to manage, prioritize and meet competing deadlines.
Desired:
- Knowledge of Manitoba's business community, economy, Manitoba government programs, policies and procedures.
Duties:
The Special Advisor to the Secretary supports the Secretary to the Economic Development Board in managing and coordinating Economic Development Board meetings, and works with the Strategic Policy & Legislation Unit in providing analytical support to the Secretary.
