Job Summary


The Audit Officer is responsible for the management of day-to-day time claim submissions by train operations crew across Canada and manages unionized Timekeepers and Senior Timekeepers in order to meet CN's service commitments.

The role ensures timely management of train operations crew submissions for mileage claims and other expenditures in accordance with the provisions of multiple operating collective agreements.

The role oversees the approval process of claim submissions and acts as an escalation point for pay audit issues.

Furthermore, the incumbent provides direction to unionized Unifor and Teamsters employees as well as Front Line Supervisors and Operations Managers.


Main Responsibilities
Leadership

  • Communicate company goals and policies to create clear understanding of direction and expectations
  • Provide direction to a team of unionized employees including proper procedures and practices associated with Pay Audit function
  • Conduct investigations per collective agreement and issue discipline in collaboration with function's leadership team
  • Develop and sustain the right employee behaviours with feedback, recognition, reinforcement and coaching
  • Determine workload for Pay Audit staff and reprioritize as required
  • Ensure clear expectations are met amongst the unionized workforce (e.g. minimum number of adjustments, policy is followed)
Decision Making, Reporting and Cost Improvement

  • Build compliance and improve budget results through regular efficiency tests and interactions with staff
  • Provide feedback to subordinates and act on noncompliant behaviour
  • Train, audit and enforce Standard Operating Procedures
  • Maintain teamwork and order amongst Timekeeping staff, Crew Management employees and staff, and Transportation employees and managers by acting with a sense of urgency to respond to issues as they may arise
  • Use operational data in CN systems to identify opportunities to improve asset utilization and service reliability
  • Report accurate and timely expenses and trends
  • Identify ways to reduce claim costs, manage, monitor and improve budget
  • Review job bulletins and look for operational improvements to help improve asset utilization
Collaboration

  • Act as a liaison between CN and the union membership by providing clear guidance on time claim submission through educational notices
  • Work collaboratively with various unions to address underlying issues and take proactive steps to address them
  • Respond on behalf of the organization in regard to alleged collective agreement violations
  • Work with the Human Resources Business Partners to ensure that the best audit practices are put forth when reviewing time claims
Working Conditions


The role has irregular working hours in an office environment and the incumbent must be available to work shifts and weekends when necessary including nights, weekends, and holidays.

Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and manage stress.


Requirements:

Experience

Audit

  • Minimum 2 years of experience as a Timekeeper, Senior Timekeeper or Crew Dispatcher
  • Minimum 2 years of supervisory experience in a unionized environment
Education/Certification/Designation

  • High School Diploma
  • Bachelor's Degree in Business, Accounting, or equivalent
  • Any designation for these above would be considered as an asset

  • Knowledge of operating collective agreements, procedures and policies including time claim submissions process and local agreements
  • Knowledge of Microsoft Office (Excel and Word)
  • Knowledge of Systems Requirements Specifications (SRS), Systems, Applications and Products (SAP), Performance Assessment Process (PAP), and CATSONL
