What does this role look like?:
The CBE understands the future of work is flexible.

In this role, you are eligible to participate in a flexible work program that allows you to work remotely for up to three days a week.

A minimum of two days must be in the office.

At certain times, you maybe be required to work in the office more then 2 days per week based on operational requirements.

The HR Service Analyst is responsible for supporting the HR teams' process needs and objectives.

The HR Service Analyst works independently and collaboratively with the HR Supervisors and Managers, internal and external business owners, and other stakeholders to understand the business needs and objectives to improve workflows, business processes, and quality of information.

The HR Service Analyst leverages viable, cost-effective approaches in providing solutions consistent with advancing HR strategic and operational objectives and meeting legislative and associated change requirements.


Focusing on optimizing and streamlining existing and new operational workflows, processes, and practices when creating business solutions to meet business or stakeholder needs or to enhance efficiencies of existing operations.

Assisting users and stakeholders with understanding and following HR processes and procedures.

Coordinating the resolution process for concerns and issues through immediate tactical response.

Independently and in collaboration with others, gathering, analysing, validating, refining, developing, and simplifying documents for business and functional requirements.


What will you do?:


  • Analysing and tracking the HR Administrative issues using root cause analysis, critical thinking, process change recommendations, and documents in line with internal business process management requirements.
  • Reviewing operational viability for implementation of process and system changes in advance of collective agreement bargaining.
  • Working with stakeholders to analyse and assess system capabilities, operational needs, and resourcing.
  • Working with HR Team Leaders, Supervisors, and Managers to ensure projects, initiatives, and HR processes and practices meet or exceed business needs.
  • Participating in process reviews, solution testing, solution acceptance, and other Quality Assurance activities.
  • Collaborating with stakeholders to develop and implement new solutions, including process automation and exception reporting, that will help optimize processes to ensure quality operations, effective processes, timely issue resolution, and customer satisfaction through continuous service improvements.
  • Utilizing expert technical writing skills to develop, review and deliver simple, smart, and helpful training documentation and job aids.
  • Utilizing strong communication skills to identify the appropriate employee communications to deliver a streamlined and efficient end user experience.
  • Organizing and facilitating a range of meetings, such as root cause analysis, process reviews, process development workshops, and training sessions.
  • Proactively driving improvements by identifying issues with workflows and processes and leading resolution plans.
  • Supporting project and operational teams regularly by converting business requirements and unstructured processes into feasible solutions.
  • Supporting, creating, and coordinating functional testing for implementation of HR system and process changes.
  • Assisting in developing effective and constructive working relationships with unions, associations, and other stakeholders.
  • Coordinating and preparing special projects and/or reports for the department as required.
  • Performing other related duties as assigned to meet the goals and objectives of the service unit.

What are we looking for?:


Education and Experience

  • Completion of a twoyear diploma in business, human resource management, or other related discipline.
  • Five years of progressively more responsible experience in the professional practice of Human Resources.
  • Successful completion of a Business Analyst certification is an asset.
  • Experience in a large, multiunion, complex organization preferred.
  • HRMS systems background would be an asset.
  • Experience with continuous improvement or other project management initiatives also an asset.
  • Experience leading Business Analyst activities such as stakeholder requirements gathering sessions and solution design workshops.
  • Expertise in business and data analysis tools and techniques such as requirement gathering, business case preparation, process mapping, and benefits realization.
  • An equivalent combination of related education and directly related HR professional experience may be considered.

  • Strength in data analysis with attention to detail, statistical or quantitative
