Personnel Security Officer.

The Personnel Security Officer (PSO), Emergency Operations is responsible for coordinating, administering, maintaining and monitoring the Personnel Security Program for employees, attached staff, students and contractors for CNL-WL in accordance with Treasury Board Policy on Government Security and Canadian Nuclear Safety Commission (CNSC) regulations.

What will you be doing?

  • Initiating, processing, tracking and updating the Reliability Checks and Security Clearances for all new employees, attached staff, students and contractors in a timely fashion including:
  • Preparing documents and forms used during the hire-on process.
  • Reviewing personnel security forms for accuracy.
  • Authenticating documents.
  • Obtaining formal written consent to conduct screening checks.
  • Conducting credit checks where applicable
  • Obtaining clear sets of fingerprints.
  • Interpreting any contradictions from the above checks.
  • Preparing CNSC document packages to support regulatory requirements.
  • Providing security briefings and interviews.
  • Maintaining records of the above checks.
  • Maintaining an accurate and uptodate listing of all clearance levels for staff in assigned work group.
  • Maintaining uptodate records listing the status of all security clearances held by CNL in an acceptable manner.
  • Provide administrative assistance to the Section Head and other applicable Personnel Security Services personnel.
  • Maintaining knowledge of branch operations and administration.
  • Coordinating activities with external stakeholders such as Equifax, the Canadian Police Information Centre (CPIC), the Canadian Security Intelligence Service (CSIS) and the Royal Canadian Mounted Police (RCMP).
  • Other duties as assigned by manager.

What we are looking for:


Someone who has the ability to:

  • Ability to determine supply need in a logical manner (i.e. predicting and ordering access cards based on available inventory and projected needs). Ordering supplies and maintaining inventories in a cost effective manner.
  • Ability to obtain and maintain a Level 2 (Secret) Government of Canada security clearance.
  • Must be "Team" oriented with the demonstrated ability to work well with others and promote a positive work environment.
  • Must be "Customer" oriented with the ability to focus on providing quality and accurate deliverables. Maturity and good interpersonal skills are required. Interpersonal interactions must be discrete, tactful and considerate yet must extract the required personal information.
  • Must have or develop detailed knowledge of the CNL security policy and of operating procedures in this position.
  • Ability and willingness to work independently and under the direct supervision in a high pressure, team environment that requires initiative, confidentiality and demonstrated ability to work effectively with various levels of personnel both in person and on the telephone.
  • Core computer skills in Word, PowerPoint, Excel, Access, Outlook and Internet Explorer.
  • Keyboarding skills and working knowledge of office equipment (fax machines, copiers, etc.).
  • Excellent interpersonal skills efficient and effective communication (written and oral) and organization skills are required.
  • Sound judgement, initiative, strong drive, positive attitude and consistent careful attention to detail are essential in this position to ensure accurate work to meet customer requirements.
  • Must develop skill to handle photographic equipment and be able to efficiently take fingerprints.

Experience

  • Experience in the security field is preferable.

Education

  • Secondary School Graduation Diploma and/or equivalent four (4) years of experience in a position in which personal interactions were frequent and explicit operating procedures were required to be maintained.

Security Eligibility Requirement

  • Level 2 Secret which has a minimum requirement of seven (7) years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat "Standard on Security Screening" and the "Policy on Government Security".
