Scarborough Subway Extension (SSE - SRS)
The 50/50 joint venture between Aecon Infrastructure Management Inc. and FCC Canada Ltd. will bring the TTC's Line 2 subway service nearly eight kilometres farther into Scarborough, replacing Line 3 (the Scarborough RT). It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The construction is split into two contracts: Advanced Tunnelling (AT) and Stations, Rail, and Systems (SRS). Scarborough Transit Connect (STC) is the partner for the development phase.

Project Opportunity
As part of the Scarborough Transit Connect project, FCC is looking for a Testing & Commissioning (T&C) Manager to join our team. The T&C Manager is a leadership role responsible for planning, governing, and assuring the delivery of all testing, commissioning, and occupancy activities for station facilities, buildings, and civil infrastructure. The role focuses on stations and ancillary buildings (e.g., emergency exit buildings, traction power substations, bus terminals) and civil systems (utilities, traffic, stormwater, third-party interfaces). The T&C Manager ensures assets are safe, code-compliant, interface-ready, and approved for occupancy, certification, and handover. They interface extensively with the Client, Authorities Having Jurisdiction (AHJs), third-party utilities, designers, construction teams, and operations stakeholders.

Main Responsibilities
Planning & Governance
Establish and maintain the Facilities / Civil T&C strategy, plans, and governance framework aligned with the Project Agreement, safety assurance framework, and occupancy milestones.
- Define commissioning scope, sequencing, readiness criteria, and responsibilities across facilities, civil works, and interfaces.
Integrate testing and commissioning planning with construction, safety, systems, and project schedules to support phased occupancy and handover.
Testing & Commissioning Execution
Provide leadership and oversight of facilities and civil testing and commissioning activities to ensure alignment with approved procedures, safety requirements, and consent-to-test conditions.
Monitor progress, manage risks, and drive resolution of issues impacting safety, schedule, or occupancy.
Stakeholder & Interface Management
Lead coordination across construction, design, systems engineering, safety assurance, operations, and third-party stakeholders.
- Manage interfaces with third-party utilities to support testing, energization, acceptance, and handover.
Act as the primary Facilities / Civil T&C point of contact for internal and external stakeholders.
Quality, Safety, & Documentation
Ensure testing and commissioning activities comply with applicable codes, standards, project requirements, and safety assurance obligations.
- Govern the management and close-out of commissioning deficiencies, non-conformances, and punch-list items.
Ensure commissioning records, test reports, certificates, and asset data are complete, auditable, and handover-ready.
Handover & Operational Readiness
Oversee preparation for station and facility handover, including documentation, certifications, and readiness evidence.
- Support transition to operations and facilities management teams.
- Enable phased openings, partial occupancies, and progressive handover strategies as required.
Education And Qualifications
- Bachelor's degree in Mechanical, Electrical, or Civil Engineering, or a related discipline.
- 7–12 years of experience in facilities testing, commissioning, or operations on complex, large-scale infrastructure projects (e.g., transit, industrial, critical infrastructure).
- Demonstrated experience delivering station or building occupancy, including authority approvals and handover.
- Strong understanding of commissioning processes, systems engineering principles, and safety assurance requirements as applied to railway and transit projects.
- Experience with underground or complex facilities, including MEP, HVAC, fire/life safety, emergency ventilation, and vertical transportation systems.
- Professional certification such as P. Eng, CxA, PMP, LEED, or equivalent is an asset.
Job Requirements
- Solid working knowledge of systems engineering concepts, including requirements management, interface control, and verification and validation, sufficient to govern facilities and civil commissioning activities.
- Understanding of safety and regulatory processes supporting commissioning and occupancy, including consent to test, Fire Certificates, TSSA approvals, and code compliance.
- Familiarity with BAS/BMS and SCADA environments, with experience focused on facility-side testing and interface readiness rather than end-to-end system control.
- Knowledge of commissioning safety practices, including pre-start and pre-energization readiness (PSSR), permit-to-work processes, and lock-out/tag-out (LOTO).
- Proven ability to lead complex commissioning activities through planning, governance, and oversight in a multi-stakeholder environment.
- Strong analytical, organizational, and communication skills suited to high-risk, schedule-driven projects.
Salary Range:
$150,000 - $170,000 CAD annually
