THE OPPORTUNITY:
MANAGER OF BUILDING

Reporting to the Director of Development Services, the Manager of Building works collaboratively with development services, fire inspection and by-law enforcement staff to ensure that existing and new development aligns with City policies and regulatory requirements.


The Manager leads a highly trained team comprised of building inspection plumbing inspection, property use coordination, plan checking, and technical support staff.

The Manager is responsible for the development, administration, implementation and enforcement of policies and regulations critical both to the protection of public health and safety and to the growth of the community.

The work involves assigning, reviewing, supervising, and evaluating the work of staff engaged in the issuance of permits, conducting inspection and enforcement functions, communications, records management, and office support services.


Duties are performed with a considerable degree of independent judgment and action in accordance with established policies and sound administrative practices.

The Manager may assist in developing policies and resolving complex issues that may have City wide implications.


Illustrative Examples of Work

  • Plans, organizes, directs and coordinates the operations and programs of the Building Division in accordance with sound practices and objectives and applicable policies, legislation and bylaws;
  • Plans, assigns, checks, supervises and evaluates directly and through subordinates, the work of staff engaged in inspections, plan checking and permit issuing, administering and enforcing City bylaws and providing office support services;
  • Resolves a variety of the more complex and/or contentious administrative, technical and enforcement issues arising out of operations; renders decisions on highly complex issues of interpretation; directs the preparation of information and provides evidence, as required, in the prosecution of cases relative to noncompliance with applicable Acts, regulations, codes and bylaws;
  • Prepares divisional budgets and exercises control of same; authorizes expenditures and maintains budget controls; conducts studies, assists in preparing and presenting policy recommendations for submission to Council, administrative and technical reports, correspondence, and other material related to the work; plans, develops and implements new and/or improved methods and procedures for divisional work;
  • Establishes and maintains effective working relationships with a variety of internal and external contacts such as owners, contractors, architects, developers, design professionals and the public may attend Council and other meetings and liaises with a variety of internal and external contacts concerning matters related to the work;
  • Reviews statutory and bylaw provisions relating to the work, initiates new bylaws, prepares and presents recommendations for changing, amending or relaxing existing policy and bylaw provisions in specific situations;
  • Ensures accurate and comprehensive record keeping related to work of the Division in accordance with best practices; and
  • Hires, disciplines, lays off and participa
