This is a highly technical position that will handle the review of building plans and specifications and conduct inspections for new buildings, structures and facilities, additions, renovations, alterations or demolitions of residential and commercial buildings, as defined under the Safety Codes Act.

  • Conduct plans examination and onsite inspections, reviewing for compliance in newlyconstructed or renovated buildings and structures for compliance with bylaws, building codes, and regulations
  • Create reports or other correspondence detailing any questions or deficiencies found on site, as well as actions taken and recommendations provided; discuss findings with applicants
  • Support consistent interpretations of codes, regulations and policies; resolve inconsistencies when they arise
  • Ensure the highest standard of service is provided by sharing best practices and advanced knowledge
  • Act as lead plans examiner and inspector on supportive and affordable housing projects where other Safety Codes Officers may be assigned in order to participate and share knowledge, tips, methods, and best practices
  • Train, coach, and mentor other Safety Codes Officers
  • Input relevant data, reports, correspondence and permits into POSSE and other systems
  • Prepare legal agreements for cranes and hoardings
  • Inspect supportive and affordable housing projects during the course of construction, alteration or repair to determine conformity with approved plans with codes, regulations, the Quality Management Plan, and bylaws, or to align with plan examiners' observations
  • Consult with or assist other units within the Urban Planning and Economy Department, the City, provincial authorities, and various associations to discuss priorities, timing, and create cohesive and userfriendly reports to grant permits or detail required corrective actions
  • Provide interpretation, information, and advice relating to the Building Code, the Safety Codes Act and regulations, and Safety Codes Permit Bylaw 15894 to supportive and affordable housing contractors, builders, designers, developers or citizens, as applicable
  • Build relationships with builders, owners, applicants, contractors to educate and enhance City reputation and service delivery
  • Inspect projects to ensure alignment with any applicable City Occupational Health and Safety policy and procedures; document issues and concerns and coordinate resolution as required
  • Perform other related duties as required

Qualifications:


  • High school diploma and one of the following combinations of education and experience:
  • Journeyman carpenter, plumber, electrician, sheet metal worker or bricklayer certification recognized in Alberta with six years of relevant experience in the building construction industry after receiving that journeyman certification; experience in coaching and mentoring is an asset; or,
  • Twoyear technology diploma in a related field or equivalent recognized in Canada and eight years of relevant experience in the building construction industry after obtaining that diploma; or,
  • A degree in engineering or architecture recognized in Canada and six years of relevant experience in the building construction industry, at least one of which must be completed after obtaining that degree
  • Registered as a Safety Codes Officer having satisfactorily completed training achieving certification as "Residential", "Part 9" and "Part 3" or equivalent (Group A Level 3) with Safety Codes Council in the Province of Alberta
  • At least three years of experience as a Safety Codes Officer
  • Proficient with the use of personal computers for data entry, plan review, communication with customers, as well as a variety of software including Google Suite
  • Knowledge of standard methods, techniques, materials, tools and equipment employed in the building construction trades with experience involving residential projects
  • Sufficient experience and skills to recognize construction that does not meet the intent of the Alberta Building Code, or hazardous conditions pertaining to residential building construction, and determine structural stability of residential buildings through review of plans or onsite inspections
  • Knowledge and experience to analyze and interpret simple plans or designs prepared by applicants, architects and engineers
  • Advanced communication skills, both verbally and written, to explain important information and advanced technical concepts to concerned parties, and to share knowledge, provide guidance, and foster compliance, collaboration and buyin
