KEY FUNCTION:


Analyze, implement, and support software functionality within HSN's Health Care Information System (HCIS) with the goal of achieving a complete Electronic Medical Record (EMR).

Assist in implementing technology solutions in a cost-effective way by determining the requirements of a project or program, and communicate them clearly to stakeholders.


REPORTING:

Under the general direction of the Manager, Health Information Services and the Manager, Clinical Informatics and Applications.


DUTIES:


  • Assist in improving processes, products, services, software and its integration with technology.
  • Provide handson software support and assist in defining best practices with the regional interdisciplinary team members supporting Meditech Client Server modules; serve as primary contact/support for providers and users of front and back end dictations systems.
  • Maintain a working knowledge of the Hospital Information System (HIS), its functions, and relationship with other information systems within and outside of HSN.
  • Liaise with frontline staff and Information Technology and represent needs through ongoing consultation and communication.
  • Assist with clinical/financial workflow processes in order to gain efficiencies from the system and test and troubleshoot system based challenges.
  • Monitor Service Desk Plus tickets and assign/fulfill as required.
  • Chair interdisciplinary regional team conference calls and lead team in creating and adhering to regional system standards.
  • Respond to issues related to system build, configuration, deployment and ongoing use; provide recommendations related to system build and usage to the Manager.
  • Lead interdisciplinary regional team in resolving conflicts following issue escalation and resolution policies and procedures.
  • Develop downtime process and disaster recovery plan for dictating physicians, transcription staff specific to dictation/transcription systems distribution of personal health information and scanning and archiving to ensure flow and accessibility to patient information for the provision of care.
  • Provide user training for physicians, residents and medical learners, and develop crosstraining documents related to hospital processes and software functionality.
  • Work with physicians to build customization to meet documentation needs related to both front and back end dictation systems; audit for front and back end usage and compliance.
  • Validate operational requirements, compliance, and other specifications.
  • Modify settings and customize the instance using Administrative Centre; manage companywide settings as required.
  • Assume the role of Project Lead and lead stakeholders to most successful outcomes.
  • Develop strategies to ensure data is recognized as private, confidential, and protected.
  • Ensure consistent integration of patient data between HCIS, third party vendors and provincial repositories, and coordinate organizational report distribution with IT and work with internal / external providers to ensure correct distribution through various platforms.
  • Assist with human resources matters which include: recruitment, selection and training.
  • Determine and align improvement projects with HSN's Strategic Plan; monitor and adjust to achieve goal outcomes.
  • Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  • Educate and promote health, safety and wellness in the work place.
  • Represent the department or program on various committees and in meetings as required.
  • Perform other duties as required.

QUALIFICATIONS

EDUCATION AND TRAINING:


  • Minimum of a four (4) year Bachelor's Degree in Computer Science, Health Sciences, Health Informatics or in a related field, from an accredited university.
  • Ministry of Labour "Worker Health and Safety Awareness in 4 Steps" training certificate is required.

EXPERIENCE:


  • Minimum of two (2) years' experience working in Health Information Services with integrated dictation/transcription systems.
  • Experience working in the utilization of IT within a healthcare environment is preferred.
  • Experience working Meditech patient information, Scanning and Archiving, Master Patient Index, and Imaging and Therapeutics is preferred.

  • Demonstrated project management and leadership skills with the ability to lead projects and prioritize multiple initiatives.
