Job Summary

As a technical expert, leads the Life Cycle Management (LCM) activities of Voice Communication Systems. Provides technical expertise, leadership, recommendations and advice in support of the Life Cycle Management (LCM) activities. Defines the return to service (RTS) standards preventive, corrective, installation and commissioning procedures.

Job Description:


Key Accountabilities:

  • Coordinates the work of employees and assumes responsibility for overseeing all internal and external stakeholders involved with the lifecycle management tasks.
  • As technical lead for assigned projects, administers a work plan within specified schedules, a finite number of human resources and allocated budgets; distributes workload, coordinates and oversees tasks among team members.
  • Conducts feasibility studies and engineering investigations in the maintenance of various systems.
  • Prepares plans and designs; performs research and development; investigates operational problems; conducts safety analysis, evaluates deviations to standards as submitted by technical operations and engineering, and provides waivers after ensuring that safety is not compromised.
  • Evaluates client's systems requirements; analyzes complex technical and operational problems; identifies innovative technical solutions; coordinates civil and electronic engineering projects on site; accepts, commissions and certifies new facilities; conducts the postproject review; manages the lifecycle of configurations and facilities.
  • All LCM activities have to be conducted in compliance with the Engineering Quality Management and Improvement System (EQMIS).
  • All LCM activities also have to be conducted in accordance to the Safety Management System (SMS).
Job Requirements


Education:


Successful completion of secondary school and completion of a full time post-secondary 3 program in electronics technology at a recognized institution.


Experience:


  • Technical experience on VHF/UHF Radio systems, RTIM, VRM, and/or recording systems (ANSIR/DVL), and in the repair, maintenance, installation (PAL/RCO) or training of these equipment in operational environments.
  • 5 years of extensive technical experience on NVCS, VSCS, SVCS or BUCS communications switches, and in the repair, maintenance, installation, or training of these equipment in operational environments.
  • Extensive technical experience in troubleshooting, maintenance and installation of electronics equipment, computers, or other critical use systems in operational environments.

Knowledge (25%):

  • Thorough knowledge of the principles, techniques and practices of electrical and electronic engineering, codes and standards relevant to the position.
  • Indepth knowledge of design, development and lifecycle management tools / processes along with industry trends and developments.
  • Indepth knowledge of techniques, methodologies and disciplines used in project management.
  • Indepth knowledge of the NAV CANADA travel, procurement and financial reporting processes.
  • Knowledge of software and operating systems in use at NAV CANADA.
  • Thorough knowledge of the organization, objectives, and clientele of NAV CANADA.
  • Knowledge of electronic theory, computer systems, and network management.
  • Knowledge of techniques and practices to maintain and certify electronic equipment and systems.
  • Knowledge of communication principles.
  • Knowledge of Voice Over IP (VOIP) and/or Session Initiation Protocol (SIP) principles.
  • Knowledge of virtualized environment concepts.
  • Familiarity with network management and session boarder controller (SBC)
  • Knowledge of the aviation needs and normal practices.
Abilities (35%)

  • Skills in properly interpreting complex problems and the operational requirements of clients, in developing appropriate alternative solutions and in implementing the corrective actions decided on
  • Strong writing skills are required to develop national standards and procedures for direction of field personnel; develop technical specifications for requests for proposals, statements of work, MOUs and agreements and contracts; compose customized detailed technical reports for internal and external use
  • Judgment is required to determine technical solutions and alternatives for hardware, software or other items to resolve complex problems or meet a new requirement
