As part of Supported Independent Living, the Program Manager is fully responsible for the efficient operation of assigned programs that provide supports for individuals who have an intellectual and/or physical disability or dual diagnosis.

This includes accountability for the performance and staffing of programs, quality assurance measures (MCCSS QAM), budgets, and administrative duties.


The Program Manager:

  • Is accountable for the health, safety and physical wellbeing of all of the individuals supported and staff in the programs.
  • Ensures the individuals supported have choice and responsive personcentred planning in accordance with the values, guiding principles and policies of CLB.
  • Is responsible for ensuring that teams, programs and services meet quality, health and safety, organizational, legislated and Collective Agreement requirements.
  • Demonstrates a thorough understanding of the developmental services sector, its changing nature and the Organization's mandate.
  • Exemplifies and leads a team to fulfil the CLB's Mission, Vision and Values and demonstrate respect for the dignity and confidentiality of individual participants, families.

Key Requirements

  • University Degree or College Diploma in the Human Services, Social Services, Psychology or other related field.
  • Minimum 5 years of demonstrated experience at the management level including supervising, preferably in a unionized environment.
  • Good understanding of various intellectual, psychological, or behaviour related disabilities and appropriate intervention protocols; strong knowledge and understanding of the resources available within the community and how to access them.
  • Demonstrated knowledge of health and safety requirements for 24hour support home facilities.
  • Demonstrated experience in crisis management and liaising with other service providers.
  • Demonstrated knowledge and experience with Behaviour Support Plans (BSPs) supporting and training staff in the implementation and the management of BSPs.
  • Demonstrated knowledge and experience working with people presenting challenging behaviours, dual diagnosis, trauma and mental health needs is preferred.
  • Strong leadership and supervisory skills, able to lead a team with a collaborative approach to supporting people who receive services.
  • Strong interpersonal and relationship building skills with all workplace parties.
  • Strong mediation, conflict resolution and decision making skills.
  • Solid understanding of the best practices in Developmental Services and the Quality Assurance Measures (QAM) of the Ministry of Children, Community and Social Services.
  • Demonstrated experience in setting priorities, developing program/support schedules, monitoring quality and reporting on program outcomes.
  • Demonstrated experience with case management and proven track record of multitasking in a fastpaced environment.
  • Excellent problem solving skills that can be applied in multiple situations.
  • Must provide a satisfactory police clearance with vulnerable sector search.
  • Valid G Driver's License, maintenance of an acceptable driving record, and regular access to an insured and reliable vehicle.
  • Excellent written and oral communication skills.
  • Proficient in Microsoft Office Suite.

Key Job Duties and Responsibilities

Management and Leadership:


  • Report directly to the designated Associate Director of Program supports.
  • Provide coaching and direction to all direct reports supervised in a unionized environment.
  • Provide regular supervision to staff in accordance to the Collective Agreement and CLB's policies to ensure assigned duties are completed and the Associate Director is kept informed of relevant individual and program information.
  • Serves as a positive role model and mentor to staff teams.
  • Promote positive collaboration among team members, locations and departments to best meet and evolve supports across the organization.
  • Develop open and responsive relationships with internal and external stakeholders including people supported, families and community partners.
  • Ensure that staff meet the health and wellbeing needs of individual supported.
  • Advocate on the participant's behalf to ensure their rights are respected and all needs are met.
