Under the direction of the Deputy Chief of Safety, Emergency Management & Public Information, and in conjunction the Emergency Management Coordination Committee, the Emergency Management Coordinator plans, develops and maintains the City of Winnipeg's Emergency Management Program, including reviewing, updating, and continuously improving the City's Emergency Plan, and maintaining the City's Emergency Operations Centre (EOC) in an ongoing state of readiness.


The Emergency Management Coordinator also manages the day-to-day operations and staff of the Office of Emergency Management (OEM); coordinates the City's emergency management and business continuity training program; provides ongoing advice to the City's elected officials and staff regarding emergency management and business continuity; coordinates the City's program of emergency management exercises and drills; maintains an accurate Hazard, Risk and Vulnerability Assessment and liaises with a broad range of external organizations regarding emergency management matters, including the Community Emergency Advisory Committee.


During a major emergency and/or disaster, the Emergency Operations Centre (EOC) becomes the focal point for the coordination and management of emergency response activities.

The Emergency Management Coordinator assumes the role of Deputy Emergency Coordinator, which includes managing the EOC's operations and staff, coordinating emergency response activities, and supporting the Emergency Management Leadership Team and the Emergency Management Coordination Committee to ensure that the City provides a prompt, coordinated and effective response.


The City of Winnipeg's Emergency Management Program is also responsible for service continuity and contingency planning, management and communications during labour disputes.


As the Emergency Management Coordinator you will:

  • Plans, develops and maintains the City of Winnipeg's Emergency Management Program in conjunction with the Deputy Chief of Safety, Emergency Management & Public Information and the Emergency Management Coordination Committee (EMCC)
  • Manages the daytoday operations and staff of the Office of Emergency Management (OEM) and assists with the planning, development and improvement of the Office
  • Develops, coordinates, maintains and/or monitors ongoing Emergency Management and Business Continuity Training Program
  • Coordinates, designs, conducts, maintains and/or monitors the City's program of emergency management exercises and drills
  • During a major emergency and/or disaster, manages the Emergency Operations Centre (EOC) and supports the Emergency Control Group/Committee and the Emergency Management Coordination Committee (EMCC) to ensure that the City provides a prompt, coordinated and effective response

Your education and qualifications include:


  • Bachelor Degree in Emergency Management or another related field, or Bachelor Degree in Business Administration/Commerce or Public Administration, and successful completion of emergency management courses

Note:
Consideration may be given to applicants with an acceptable and equivalent combination of education, training, and experience.

  • Successful completion of at least one of the following would be considered an asset:
Emergency Management Certificate from a recognized educational institution.

  • Associate Emergency Manager (AEM) certification or Certified Emergency Manager (CEM) certification from the International Association of Emergency Managers (IAEM).
  • Incident Command System (ICS) Certificate (400 level preferred).
  • Emergency Management Exercise Design Certificate from a recognized educational institution.
  • Business Continuity certification from a recognized institution.
  • Four (4) years of experience working in an emergency management environment.
  • Demonstrated knowledge and understanding of legislation, regulations, standards, codes, guidelines, best practices, plans, protocols and procedures related to emergency management and business continuity.
  • Knowledge of the operation of an emergency operations centre, as well as the operation of a large organization (e.g. municipal government) and its interdepartmental relationships.
  • Knowledge of established emergency management organizations and professional networks.
  • Demonstrated leadership, project management and interpersonal skills, with a proven ability to provide direction, advice and training to individuals and teams; foster a positive, respectful and collaborative team environment; coordinate and prioritize multiple activities; and adapt plans and priorities to changing needs or conditions.
  • Excellent organizational, research and analytical skills, with the ability to work independently, collect and compile information, evaluate and develop plans, policies and procedures, identify and analyze risks and issues, generate ideas and recommendations, and implement solutions.
