The Professional Association of Foreign Service Officers (PAFSO) is both the bargaining agent and the professional association for Canadian Foreign Service Officers, representing 2,001 active and retired Foreign Service employees.

PAFSO is looking for a proactive and autonomous individual to provide a wide range of labour relations services regarding the fair representation of members' rights and working conditions.

KEY RESPONSIBILITIES

  • Research, analyze, and interpret legislation, regulations, and legal precedents. Gather facts and evidence by consulting with legal counsel, as required. Conduct interviews with members and witnesses to provide advice and options to our members. Develop representation strategies, arguments, and recommendations and present them before the Employer and/or other third parties.
  • Provide technical advice and support to members involved in workplace investigations. Provide guidance to members on the preparation of their allegations or responses. Attend proceedings and maintain a written record of these. Consult with legal counsel, as required, and provide advice and/or the options available to the member.
  • Provide technical advice and support to members in mediation or other forums of dispute resolution.
  • Review all policies and programs proposed by the Employer and departments. Provide a comprehensive analysis and make and present recommendations for how PAFSO is to respond.
  • Represent and advocate for the interests of PAFSO at employer/union, departmental labour/management, multibargaining agent and other stakeholder forums.
  • Contribute to the research and analysis of strategies, proposals, reports and/or publications covering various issues of special interest to the PAFSO membership.

QUALIFICATIONS

  • Postsecondary graduate in labour relations, political science, social sciences, law, legislative studies or a related discipline, or equivalent education, training, and experience relative to the requirements of the position.
  • A minimum of five (5) years' experience in grievance or adjudication processes, or equivalent relevant experience.
  • Knowledge of the political and operational structures of PAFSO and the broader labour movement, as well as commitment to union principles and social justice values.
  • Ability to analyze, apply, explain, and interpret collective agreements, employment legislation and employer policies and the Foreign Service Directives (FSDs).
  • Strong time management skills and the ability to effectively deal with conflicting priorities, to meet strict deadlines, to fulfill all obligations and to remain focused despite multiple distractions.
  • Demonstrated strong judgment, problemsolving, conflict resolution, teamwork, and leadership skills. The ability to work effectively under circumstances that are stressful, politically, and personally sensitive.
  • A high degree of confidentiality, selfmotivation, initiative, adaptability, and reliability.

ASSETS

  • Experience working with labour unions or on labour relations issues.
  • Experience as a Foreign Service Officer, or in a foreign service environment.

LANGUAGE REQUIREMENTS

  • Fluency in both official languages (French and English) is required.
