  • The Corporate Real Estate Management Division oversees a variety of complex property interests on behalf of the City of Toronto. The Division brings together key skills and activities into functional teams to optimally support and balance the workload, as well as to align the division to implement our new vision for the centralized citywide real estate model.
  • The Property Management & Lease Administration team lends customer service and oversight to more than 1200 corporate tenant agreements as well as advice and support to the broader City agencies and divisions with property under management. With a focus on compliance, response to physical property needs and fiscally responsible decision making, the team endeavours to offer stewardship to the portfolio while seeking to leverage the City's real estate portfolio to meet City building objectives.
  • This Manager will be tasked with supporting a strong and dedicated team to deliver the daytoday operations while contributing to the broader strategic objectives within the Division to implement the centralized citywide real estate model and continue to evolve business process through effective change management.

Responsibilities:


  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others. Drives process development & implementation in the area of lease administration and property management.
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
  • Manages key performance indicators for the unit such as accounts receivable, overholds, and lease revenue maximization, amongst others.
  • Undertakes and approves actions with various departments including Agencies, Boards and Commissions of the City to lease accommodations with respect to their specific requirements by establishing guidelines, reviewing alternatives and advising them on site selection.
  • Develops terms of reference and undertakes complex feasibility studies, issues requests for proposals (RFP) and requests for quotes (RFQ) respecting property management of City assets by the private sector.
  • Ensures strict implementation of the City's policies, procedures and applicable legislations' in renting of the City owned properties and from the private sector.
  • Develops, manages and maintains all the records relating to leases to the City as Tenant and as Landlord on the systems.
  • Conducts inspections and analyzes City's lease portfolio by rationalizing and making appropriate recommendations for cost effectiveness.
  • Establishes and maintains schedules for the physical inspection of rental and vacant properties, reviews findings and takes appropriate steps to direct and issue work orders for repair of the damages and maintain to avoid damages.
  • Monitors any escalation of lease costs on Cityowned buildings and take steps to reduce it.
  • Monitors and follows up on the collection of rent and takes appropriate steps to eliminate or reduce arrears.
  • Initiates lease renewals, evictions and monitors agreements to correct infractions or breach of covenants. Deals with tenant complaints.
  • Develops and implements policies, procedures and systems for the delivery of the property management program.
  • Recommends and generates reports to the Deputy City Manager of Internal Corporate Services, Committees, and Council on various property management & lease administration matters.
  • Reviews and approves the budget allocation of city owned properties, sets guidelines for maintenance and authorizes expenditures. Reconciles maintenance costs charged to properties with budgeted amounts. Develops and manages project budgets.
