Description:•Provide leadership and expertise to oversee the sustainment (e.g. support, operations, maintenance, incident/problem management, enhancement) and evolution of Public Secure.


  • Provide leadership to the onboarding of program areas to Public Secure.
  • Provide technical advice to senior IT and business management on leveraging Public Secure to modernize the delivery of public services, including resolving complex business and technology problems.
  • Define the work, standards, and processes to maintain and support Public Secure.
  • Lead the day-to-day work of the Public Secure team, which includes: task assignments, managing priorities, monitoring team deliverables, and resolving problems and removing roadblocks.
  • Manages external vendors (e.g. KeyData, Okta) and internal service partners (e.g. Shared Utility Service, Infrastructure Technology Services).

Skills:

Experience and Skill Set Requirements


1. Technical Skills (30%)
years demonstrated experience in leading implementations of identity systems and identity management services.

1.3. Experience and in-depth knowledge of identity management protocols such as OAuth 2.0, OIDC and SAML 2.0.

1.4.

Demonstrated experience with implementations of Single Sign-On (SSO) solutions, identity federations, including identity provisioning as well as multi factor authentication systems.

1.6. Knowledge of IT Security Technologies, particularly encryption and authentication technologies.

1.7. Experience with ITIL processes such as Service Level Management, Problem Management, Change Management, Release Management, and Capacity Management.


2. Technology Operations Leadership (30%)
2.2. Demonstrated experience in leading complex technical Proof of Concepts and providing reports including recommendations based on the results.

2.3. Demonstrated experience in leading the development and implementation of operational processes and business continuity plans.

2.4. Demonstrated experience in documenting, tracking and managing issues and service requests including impact assessments of complex issues.

2.5. Demonstrated experience in providing clients with support for issue investigation troubleshooting and resolution.

2.7.

Demonstrated experience in managing technical environments to ensure they are compliant with security requirements, both physically and at a systems level, as per industry best practices and documented guidelines.

2.8.

Demonstrated experience in creation and review of build books, run books, operational and deployment guides and other operational processes as required.

2.9. Demonstrated experience in acting as a central point of contact for all incidents and problems in the day-to-day.


3. Vendor Management Experience (15%)
3.1. Demonstrated experience working with and managing external vendor relationships.

3.2. Demonstrated experience in evaluating and accepting vendor deliverables; documenting change requests and providing input to contract negotiations.


4. Stakeholder Management (25%)
4.1. Demonstrated experience effectively communicating with team, clients, various stakeholder and senior management.

4.2.

Demonstrated experience reporting on progress of deliverables, milestones, issues and risks to various audiences, including steering committees and formal status reporting.

4.3. Demonstrated experience preparing documentation such as Presentations, other technical documentation/deliverables (i.e. technical strategy document, option analysis) etc.

4.4. Experience providing updates and advice to senior management.

4.5. Experience presenting to executive steering committees responsible for project oversight and decision-making.


Must Haves:


  • Leadership demonstration from a technology stand point drive technical team for implementation and resolution
  • 10+ years demonstrated experience in leading implementations of identity systems and identity management services.
  • Demonstrated experience with implementations of Single Sign-On (SSO) solutions, identity federations, including identity provisioning as well as multi factor authentication systems
