Position Summary


Thales is looking to hire a QHSE (Quality, Health, Safety & Environment) Lead who will be responsible for Occupational Health, Safety & Environment (HSE) activities associated with the Royal Canadian Navy AOPV and JSS class vessels managed by Thales.

The role supports the Service Delivery team with the delivery of vessel maintenance activities at the waterfront. This role will lead the development and implementation of the HSE Waterfront Program strategy, management systems and plans.

In addition, it will provide advice, leadership and hands-on support to project personnel and assist in the promotion and education of HSE principles.

In addition, act as the Lead amongst other Waterfront HSE staff to provide support and mentorship in development and implementation of the HSE Waterfront Program for both AJISS and MWAV Programs.


Key Areas of Responsibility


This role is instrumental in implementing Thales Canada, Defence & Security strategy, policy and systems for Quality, Health, Safety and Environment.


  • Work proactively with project personnel, subcontractors, customers and the regulator in order to collaboratively address work place HSE risks.
  • Develop and implement and lead a Site Safety Audit program and a HSE Leading Indicator program
  • Coordinate and complete hazard, incident and injury/illness reports, inspections and investigations. Monitor to ensure that corrective actions are communicated and completed; Support Project related activities including HSE inspections, subcontractor audits, reporting and meetings as required; Assist project staff in the daytoday implementation of their HSE responsibilities and provide verbal and written reports as required
  • Maintain an uptodate knowledge of relevant legal, regulatory and company safety and environmental requirements. Complete a Legal and Other Requirements Review, and ensure HSE program arrangements are appropriately aligned with the Federal worksite
  • Royal Canadian Navy client, and Provincial legislation.
  • Participate in the Joint Health and Safety Committee and actively identify and implement opportunities to improve HSE; Assist with emergency preparedness and planning for the work site; Construct and implement the Waterfront Safety Plan with coordination with site management; and Manage, promote and maintain the Thales Cares Program.
  • In coordination with the Quality Assurance Manager, plan and lead quality assurance and quality control activities on assigned projects; Check that the project deliverables comply with the Customer's requirements and with the applicable regulations and standards; Evaluate project achievements at key milestones and deliverables.
  • Participate in quality team activities in support of ISO 9001:2015 requirements including audits and assessments. Support achievement of certification to ISO standards 14001 and 45001.

Minimum Requirements

  • Hold, or in the process of obtaining a Canadian Safety Certification or Canadian Safety Designation.
  • 3 to 5 years of experience in a professional QHSE role in a marine or industrial production setting; experience in implementing a HSE program as a Prime Contractor / Constructor; Experience implementing a Site Safety Audit program and/or Leading Indicators in a HSE program.
  • Thorough knowledge of all applicable Federal and Provincial legislation regarding Occupational Health and Safety plus any other relevant laws and regulations.
  • First aid courses (levels 1, 2 or 3); Joint Health & Safety Committee Certification
  • Working knowledge of ISO 9001:2015, ISO 14001:2015 and ISO 45001:2018.

Special Position Requirements

  • Type of Role: Hybrid (Home/Office) flexibility to work from home, or onboard ships alongside in harbor.
  • Will be required to undertake inspections, including confined space entry, on naval ships involving bending and twisting.
  • Schedule: 40 hours per week. Monday
  • Friday. Flexible time, however, accommodating core hours of 9am3 pm, project needs and global/international time zones. On occasion oncall after hours may be required.


The anticipated Total Target Compensation (TTC), inclusive of annual salary and bonus eligibility, for this role is based on 65, , ,552.76 CAD Annual range.

The Company reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant's status protected by local, provincial, and federal laws.
