Reporting to the Director of Public Works, the Environmental Infrastructure and Compliance Supervisor is responsible for the following:

  • Provides environmental infrastructure compliance oversight for the Township's drinking water systems, storm water systems and wastewater collection systems.
  • Identifies areas for improvement related to procedures, contract management, and compliance.
  • Reports discrepancies and noncompliance matters to the Director. Makes recommendations for corrective actions for organizational implementation to achieve compliance.
  • Responds to Ministry inquiries regarding compliance and noncompliance matters (infractions).
  • Manages the sampling, monitoring and audit programs for municipal drinking water systems, storm water systems and wastewater collection systems, and reports on findings to ensure regulatory provincial compliance under the Township's Municipal Drinking Water License.
  • Maintains all documents and records related to the operation, maintenance, and monitoring of the Township's closed landfills, drinking water systems, storm water systems and wastewater collection systems including sampling and testing records, logbooks, records of repair, licensed operator training records, certificates, and reports.
  • Ensures reporting and documenting corrective actions taken of all instances of Adverse Water Quality and sewage overflows/spi lls to the Ministry of the Environment Conservation and Parks, York Region Health Services, and other agencies as applicable.
  • Responsible for the procurement of contracted services pertaining to maintenance, repair and supply of parts and materials required for the operation, maintenance, and monitoring of the Township's closed landfills, drinking water systems, storm water systems and wastewater collection systems.
Including preparing Requests for Proposals and tender documents and managing associated contracts.

  • Responsible for the ongoing framework and standards of the Township's Drinking Water Quality Management System (DWQMS), Quality
Management Standard (QMS) and administrative requirements of the Municipal Drinking Water License Certificates of Approval and EnvironmentalCompliance Approvals.

  • Manages and oversees the Township Sewer Use Bylaw and coordinates investigation of effluent discharge with staff at the Regional Municipality of
York.

  • Prepares memos and reports for Drinking Water System, Wastewater System, Council/Committee reports, and general correspondence.
  • Responsible for liaison with staff at the Regional Municipality of York with respect to operational issues, ownership of assets, Regional water efficiency and Inflow/Infiltration reduction programs, and reconciliation of bulk water and wastewater billing.
  • Assists staff in the Building Division with administration of backflow prevention programs and other compliance programs.
  • Attends and actively participates in Northern Six "N6" working groups and external agencies in the areas related to waste management and operational excellence.
  • Provides analysis and makes recommendations in level of service and pilot programs.
  • Prepares reports and recommendations based on Solid Waste Management Programs, relevant policies, procedures, and trends.
  • Performs other related duties, as assigned, that are in accordance with job responsibilities or necessary departmental or corporate objectives.

The successful applicant will possess:

  • Community College Diploma in Civil Engineering Technology or Environmental Technology and a Certified Engineering Technologist (C.E.T.) designation; University Degree (Bachelor) in Civil Engineering or Environmental Science or Environmental Engineering would be an asset.
  • Minimum of five (5) years related municipal experience and three (3) years supervisory experience.
  • Licenses and Certifications in Water Distribution and Wastewater Collection would be considered an asset.
  • Working knowledge of the Occupational Health & Safety Act, Safe Drinking Water Act and Regulations, Ontario Water Resources Act and


Environmental Protection Act and Regulations, and other provincial policies, directives, statutes, and regulations that are in accordance with job responsibilities is required.


  • Knowledge of and experience using electronic databases and internetbased services is required.
