Reporting to the Manager and/or Senior Project Manager, in the Parks Planning and Strategic Initiatives Branch, the Assistant Planner, Parks Development will provide support for the coordination and delivery of projects to plan new parkland and recreation facilities through development activity, helping to achieve the City's parkland objectives and enhance the liveability of the City of Toronto's neighbourhoods and communities.


Major Responsibilities:


  • Provides assistance on the review and evaluation of development proposals with regard to the Ontario Planning Act, Toronto Official Plan, Toronto Municipal Code, Parkland Strategy, and Parks & Recreation Facilities Master Plan.
  • Responds to requests for information from elected officials, other City divisions and agencies, property owners, consultants, boards and the public. Prepares related reports and correspondence as required.
  • Collects, compiles, and analyzes data and information on demographic, economic, legal, social, cultural and ontheground information relating to urban land use and area studies to provide support to Planners, Project Officers, and Senior Project Managers.
  • Assists in the preparation of evidence and other materials for appeals and mediation at the Ontario Land Tribunal.
  • Contributes to the negotiation of new parkland assets, and drafts and prepares documentation for implementation of various agreements and conditions to ensure that new assets are properly secured and delivered in a timely manner.

Key Qualifications:


  • Postsecondary education in urban and regional planning, or a related discipline, or an equivalent combination of education and experience.
  • Membership or eligibility for membership in the Canadian Institute of Planners (CIP) and the Ontario Professional Planners Institute (OPPI).
  • Experience with park and open space planning, recreation planning, land use planning or urban design.
  • Knowledge of the municipal and provincial policies, legislation and master plans related to park and recreation planning and development, as well as current regulations and evolving trends in the City and Province.

You must also have:


  • Ability to work independently and as part of a team.
  • Effective interpersonal and conflict resolution skills, with ability to establish effective working relationships with all stakeholders, seniorlevel staff, agencies, politicians and other orders of government.
  • Ability to communicate effectively, both verbally and in writing, to all levels of the organization, and with elected officials, the media and the public.
  • Demonstrated ability to interpret architectural and site plan drawings.
