Position Summary:


Reporting to the Director, Procurement, the Procurement Analyst is accountable for managing the purchase requisition (PR) and purchase order (PO) lifecycle, including auditing to ensure compliance to policies and procedures are followed as outlined in the Seneca Procurement Policy and Procedures, Signing Authority Policy, Broader Public Sector Directives (BPS) and Trade Agreements (CETA and CFTA).


The incumbent is the first contact for the procurement team and provides guidance, support, recommendations and systems training on all Procurement matters to Seneca.

They are also responsible for assessing client needs, monitoring and evaluating the supply of goods and services and achieving best overall value.


Responsibilities:


Administration of PR and PO Process

  • Conducts daily audit/review of all PRs to ensure compliance with Seneca Procurement Policy & Procedures, Signing Authority Policy, BPS Directives, Trade Agreements and other governmental regulations.
  • Ensures contract terms and conditions are aligned with the PR prior to circulating for approval.
  • Issues POs for capital and operating projects with an approved budget. Manages details related to "Contracts" in PeopleSoft.
  • Reviews and investigates invoice discrepancies with departments and Accounts Payable (AP).
  • Manages the PR/PO adjustments and updates based on duration or contract value changes (change order process).

Other Procurement Administration

  • Responsible for Canada Customs clearance of goods arriving into Canada, North American Free Trade issues and compliance to various Provincial Trade agreements.
  • Provides Procurement training, guidance and support to staff related to systems and procurement matters.
  • Develops and maintains relationships with internal and external stakeholders.
  • Provides guidance and advisory support to other procurement staff on policy and system matters.
  • Reviews and monitors employee compliance with Seneca policies or practices.

Reporting and Analysis

  • Prepares procurement activity reports as outlined by senior management and departments.
  • Annually, provides procurement activity reports as outlined by the ministry and trade agreements.
  • Analyzes expenditure patterns by reviewing purchasing goods and services for Seneca to improve and reduce cost through researching and recommending alternative procurement options.
  • Provides timely and accurate advice and support to departmentrelated inquiries.
  • Prepares analyses for quotes related to procurement prior to contract approval.

Qualifications:


Education

  • Minimum completed three (3) year diploma or degree in accounting, finance, or a related field. If education is in a related field, please state how it is relevant.
  • Completed or working towards Certified Supply Chain Management Professional (CSCMP) or Certified Public Procurement Officer (CPPO) is an asset.

Experience

  • Minimum five (5) years' experience in public procurement, working closely with Finance for vendor inquiries, payment, and analysis.

Skills

  • Knowledge of contract law and public government legislation.
  • Strong client service, vendor negotiation and conflict resolution skills, with the ability to interact with a diverse group of internal and external stakeholders.
  • Strong reporting and analytical skills related to procurement activities.
  • Innovative mindset, with a focus on continuous improvement.
