Position Summary

Researches, compiles, analyzes, investigates and interprets physical, housing, economic, transportation, demographic, environmental and other related data pertaining to the formulation and maintenance of plans, policies, programs, land use, development and other planning projects and functions.

Provides detailed technical information and recommendations through written reports, public responses, internal memos, studies and presentations on current planning issues and the implications of various aspects of housing, land use and development.

Coordinates and supports the administration, preparation, research, and review of land use bylaws, regulations, policies, and programs.

Responds to project inquiries and provides technical advice and interpretation of planning bylaws, regulations, standards, policies, programs and issues for the general public and internal and external stakeholders.

Provides input to studies or special projects undertaken by the corporation or outside agencies, on matters related to planning issues.

Provides general direction to and supervises junior planning and technical staff as required on a project basis by counselling, mentoring and coaching staff to achieve commitment, superior performance and a productive working environment.

Conducts research in specific and general project areas.
Develops strategies to promote development that is consistent with community goals.
Develops and manages projects and budgets.

Represents the Branch while participating in meetings of Committee and Council, with other departments, at public meetings, public hearings and administrative tribunals, and in discussions with consultants and contractors.

Follows all rules and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.

Performs related duties as required. Knowledge, Skills & Abilities
Thorough knowledge of the principles and practices of urban planning.
Considerable knowledge of existing regulations, legislation, procedures and requirements related to the planning process.

Ability to establish and sustain effective working relationships with superiors, subordinates, members of Council, and internal and external stakeholders including businesses, community groups, contractors, suppliers, government, and the public.

Demonstrated skill in project management, conducting presentations, in participating and leading discussions in a contentious environment, and communicating ideas and concepts effectively orally and in writing, with particular emphasis on the ability to prepare comprehensive reports for presentation to management and City Council and to communicate orally to large group audiences.

Strong problem solving and consensus building skills.
Demonstrated interpretative and research skills.
Ability to compile, analyze, evaluate and interpret technical and statistical data utilized in community planning.

Ability to work independently demonstrating initiative to investigate planning issues, achieve work objectives, develop initiatives and programs, use sound judgement, make decisions and manage time effectively in response to the needs of the Section and to corporate policies and goals.

Ability to provide leadership and direction to technical staff while demonstrating a professional approach, including being results-oriented and displaying initiative, integrity and enthusiasm.

Ability to facilitate group discussions at public meetings, internal project sessions and wherever else required.

Ability to promote and adhere to the principles of teamwork including: participation, shared responsibility, open communication, trust and mutual support.

Ability to work on several projects or issues simultaneously.

Experience in the field of land development planning, current planning, policy planning, heritage, urban design or sustainable community policy development is required.

Eligibility for membership in the Canadian Institute of Planners (MCIP) is required and full membership is preferred.
