    Job Summary:



    The Supervisor, Natural Environment and Community Programs is responsible for supervising city-wide natural environment programs and projects that involve consultation, coordination and engagement of community partners, interagency and interdivisional partners, and hiring of contractors or staff to recommend policy and plan programs, park development and improvements, to enhance, preserve, protect and restore features and systems of the natural environment on parks and open space lands within the City while making parks accessible for public use and enjoyment.

    Major Responsibilities:

    • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
    • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
    • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning, and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances, and recommends disciplinary action when necessary.
    • Provides input into and administers assigned operating and capital budgets, ensuring that expenditures are controlled and maintained within approved budget limitations.
    • Receives requests from private agencies/corporations for partnership projects involving city managed lands and resources and recommends development of partnership projects where appropriate.
    • Supervises the project planning and implementation activities of the natural environment specialists and program related staff servicing and implementing the various district watershed and waterfront city-wide park lands and projects.
    • Plans and supervises delivery of tree planting and vegetation stewardship volunteer events and natural surface trail building volunteer events, park tours and workshops for corporate and public participants.
    • Plans for the monitoring and maintenance of tree planting sites, forest management areas, natural environment trail improvements, bike skills park installations.
    • Supervises and represents the City in the preparation of competitive documents (RFQ's, RFP's) and selection processes on park development and improvement projects and retains and manages external consultants for related studies and program development initiatives.
    • Attends, organizes and when required chairs meetings with the public, politicians, advocacy groups and other groups regarding natural environment issues.
    • Ensures the maintenance of fleet and small equipment inventories and coordinates fleet replacement program for the branch.
    • Develops a series of flagship restoration sites across the City that involve multiple partners for the associated planning, funding, and volunteer stewardship activities implemented over a multi-year time frame.
    • Coordinates design input and facilitates conflict resolution in the development of various restoration and planning projects with other agencies, stakeholders, and interest groups.
    • Supervises and administers the contractual obligations of various projects and natural environment restoration undertakings on behalf of the City.
    • Supervises the delivery of services for Municipal Licensing and Standards natural garden inspections to assess compliance with related by-laws.
    • Supervises delivery of special event support for Urban Forestry (e.g. Canada Blooms, public meetings, Volunteer Stewardship events), and green roof initiatives.
    • Represents the Division, Branch and/or Section at various inter-agency and inter-Divisional meetings and initiatives where issues of the natural environment are of importance.
    • Liaises with City officials, members of Council and the public regarding information exchange and responding to inquiries/complaints re: natural environment or community programs as they relate to Forestry business and service plans.
    • Ensures that data banks, files and records related to the natural environment are coordinated throughout the city-wide projects and districts.
    • Acts as a Supervisor under the definitions of the Occupational Health and Safety Act, and ensures that adequate training, safety equipment and safe work procedures are in place to develop a strong culture of Health and Safety and minimize any Health and Safety issues.

    Key Qualifications:



    1. Post-secondary education in a discipline pertinent to the job function (i.e., Forestry, Ecological Restoration, Landscape Architecture or combination of related disciplines).
    2. Considerable experience working in a role managing natural parkland management projects including volunteer management, tree planting, invasive species management, hazard tree management, trail management, development of assets/infrastructure that supports the protection or interpretation of natural parklands (trails, bridges, fencing, signage, park shelters etc.)
    3. Considerable experience in supervising staff responsible for natural parkland management activities including volunteer management, tree planting, invasive species management, trail management, development of assets/infrastructure that support the protection or interpretation of natural parklands (trails, bridges, fencing, signage, park shelters etc.)
    4. Considerable experience applying for grants, working with funding partners to implement project plans, managing budgets associated with operating, capital and donations.
    5. Considerable experience supervising the procedures, practices, legislation and required approvals for parkland development and management, volunteer management, park related environmental issues and related matters relevant to Parks, Forestry & Recreation.
    6. Experience working with elected officials, consultants, community groups and other external stakeholders.
    7. Must possess a valid Province of Ontario Class "G" driver's license and ability to obtain a City Driver's permit.
    8. Ability to communicate effectively both verbally and in writing with all levels of staff, the public, contractors and suppliers and to negotiate and analyse solutions or resolve conflicts.

    10. Working knowledge of government legislation in the area of Occupational Health and Safety Act, the Collective Agreements and related Labour Legislation.
