EVALUATION SPECIALIST**
CONTRIBUTING TO THE CMPA

  • Working closely with all CMPA departments, the Strategy and Program Management (SPM) department leads the CMPA's key enterprise management processes. The core activities of SPM include strategic planning, operational planning, performance reporting, and daytoday monitoring. Enterprise risk management, market intelligence, data management, and decision support influence each of these activities and are at the center of the process.

  • Develop, document, and implement a comprehensive corporate evaluation strategy to demonstrate strategic performance and impact
  • Maintain and continuously improve the corporate evaluation strategy for use by leadership
  • Develop performance measurement frameworks, including updating the data and targets, reviewing annually, and reporting to leadership
  • Design and implement evaluation plans and models, instrument design, data collection, and perform analysis and communication of program and corporate results
  • Gather data using qualitative and quantitative approaches including interviews, observation, surveys, internal and external data
  • Support program evaluation activities within various departments
  • Prepare reports on evaluation findings by compiling, analyzing, and synthesizing corporate and program evaluation data to inform strategic direction and initiatives
  • Develop recommendations and action plans for improvement to programs and processes based on feedback and data from evaluation activities
  • Identify and frequently review priorities for evaluation activities

Build Program Evaluation Capacity

  • Conduct environmental scans and literature reviews to identify trends and developments in health system improvement evaluation and measurement that can inform program and strategic direction
  • Develop and maintain internal and external relationships in the health evaluation community
  • Contribute to building awareness and capacity for program evaluation through sharing knowledge and expertise across the Association
  • Ensure consistent data collection, analysis, and data management practices are adhered to across the Association

EDUCATION AND EXPERIENCE

  • Minimum 4year Bachelor's degree in a relevant area of study (e.g. Social Sciences, Public Administration, Community Studies, Management, etc.) with an emphasis on research and/or evaluation
  • Master's Degree considered a strong asset
  • Canadian Evaluation Society Credentialed Evaluator (CE) or ability to work toward meeting CE qualification requirements preferred
  • Minimum of 7 years of related experience with performance and evaluation
  • Experience working with senior decision makers, staff, and a variety of stakeholders
  • Knowledge of Canada's healthcare system
  • Project management training considered an asset
  • Experience working in a notforprofit organization is an asset

SKILLS AND ABILITIES

  • Strong verbal and written communication skills in English
  • Knowledge and experience using mixedmethods (quantitative and qualitative) approaches to research and evaluation planning, design, implementation analysis and reporting
  • Performance measurement expertise
  • Proven ability to independently design and conduct evaluations
  • Strong leadership and organizational skills, with the ability to deal with multiple priorities simultaneously
  • Ability to take initiative and use sound judgment
  • Superior interpersonal skills
  • Strong work ethic with demonstrated ability to work effectively both independently and within a team
  • Ability to problem solve and take initiative to resolve issues
  • Demonstrated ability to use a variety of technical platforms and software programs to support research, evaluation, and data analysis
  • Proven ability to mobilize knowledge for diverse audiences, including presenting and disseminating results in clear, concise and compelling language

POSTING DETAILS

  • Job type: Regular fulltime opportunity
  • Salary range: $97,900 to 131,000 annually this role is classified as level 0
  • Location: Hybrid
  • Primary Remote you can work from a homebased office the majority of the time, with regular onsite presence at the CMPA office (up to 12 days per week). If you prefer to work in an office setting as your primary workspace, you can choose to work out of the CMPA's office.
    This role cannot be performed fully remotely.
