Reporting to the Director, Employee & Labour Relations, this role will be accountable for Hydro One's Fit for Duty procedure and programming, reporting, analytics, training and vendor management.


General Accountabilities:


  • Manage and provide leadership to the Human Resources Operations unit in providing day to day Human Resources support to the organization ensuring the provision of a comprehensive, integrated Human Resources service in such areas as: labour & employee relations; recruiting; performance management; training and development; human rights, compensation and benefits programs and the centralized service provision of employee/customer & pensioner enquiries.
  • Coordinate project activities and oversee work flow and human resources processes.
  • Develop and recommend strategies for improvements to increase productivity and efficiencies.
  • Specific Accountabilities Supervise the Human Resources Operations unit.
  • Plan, organize and coordinate human resources work programs.
  • Assign work and direct staff to need and priorities.
  • Select, train and develop human resources staff, assess performance and recommend promotions to the Director.
  • Act as liaison for staff with Line management in the proactive resolve of conflict or difficult issues.
  • Keep the Director advised on significant human resources issues.
  • Participate in conjunction with the Director the development of goal, objectives and strategies.
  • Develop and recommend business unit human resources policies, procedures, strategies and programs to meet specific business unit requirements and/or in response to Corporate initiatives for review and approval by the Director and VP.
  • Monitor human resources policy, procedure and recommended practice in the context of applicable legislative, corporate or business unit policy.
  • Provide business unit coordination and service in assigned areas or special projects as assigned by the Director of Human Resources.
  • Participate in and/or lead project teams, corporate committees etc.
  • Develop strategies and plan work programs and projects in assigned areas of expertise.
  • Prepare budget and control costs associated with implementation of project results and provision of services.
  • Coordinate work activities, monitor work quality and take corrective action to ensure program deliverables and deadlines are met.
  • Provide advice and assistance to HR staff and Line managers on the anticipation, administration and resolution of labour relations issues with respect to staff so that concerns are resolved at the lowest possible level.
  • Provide for the interpretation of collective agreements and for the administration of the grievance resolution process in the Division.
  • Deal with PWU and Society representatives and work with supervisors and individuals to resolve problems.
  • Advise on and administer processes for succession planning, performance review, development planning, career planning, as required.
  • Review with line supervisors the development needs of individuals and advise on the appropriate use of training programs.
  • Provide for the interpretation of Corporate policies and programs.
  • Provide for advice and guidance to HR staff, Line Supervisors, employees and pensioners enquiries and entitlements for sick leave/reconciliations, pension, life insurance, vacation, death benefits, fitness/wellness programs and initiatives etc.
  • Work with external organizations such as government agencies or other companies on legislative matters.
  • Coordinate the provision of legally required information and negotiate with representatives as necessary to ensure minimum disruption of work programs and compliance with the law, ie, MCCR, Ministry of Labour, Unemployment Insurance Commission, Canada Manpower, Freedom of Information Commission.
  • Provide a Human Resources Generalist service to assigned client group, as required.

Selection Criteria:


  • Bachelor's degree in Human Resources or a related field
  • Significant experience working in a generalist/business partner capacity supporting senior leaders
  • Demonstrated experience leading teams and/or projects
  • Ability to make sound decisions and exercise good judgment while working in a fastpaced environment
  • Strong written and verbal communication skills
  • Highly organized with the ability to manage competing priorities and deliverables within a short timeframe
