    About Our Opportunity

    As a member of the Public Safety and Security Division, you will provide strategic financial policy advice, develop alternative positions and act as the lead negotiator for the province's position on policing services' contracts (currently totalling 20 contracts/agreements). The position is responsible for issues and activities related to the federal government, other provincial governments, municipalities, and First Nations communities for contract policing.

    Primary Accountabilities

  • Provides strategic financial policy advice to senior management in the Department of Justice on all federal/provincial/territorial agreements relating to policing services, specifically with respect to the Provincial Policing Services Agreement (RCMP contract) and the Community Tripartite/Quadripartite Agreements (First Nations Policing contracts).
  • Participates on national policing committees including the Contract Management Committee and the Crime Prevention and Planning Committee to address and develop mitigations on policing issues on a national scale.
  • Administers all provincial policing contracts. Acts as chief negotiator/facilitator between the Government of Canada, RCMP and municipal governments regarding financial issues related to operational policing within our communities and the province.
  • Develops and monitors systems to facilitate financial planning on behalf of the provincial and municipal governments.
  • Facilitates budget preparation and business planning for all policing contracts, makes recommendations to senior leadership and works with municipal governments and the Nova Scotia Federation of Municipalities to implement annual budgets.
  • Works with senior leadership of the RCMP, local councils and band councils to educate, prevent public safety risk and develop relations among all parties.
  • Advocates on behalf of the various stakeholders on policing issues and costs while balancing financial impacts with the safety of Nova Scotians.
  • Provides financial advice and guidance to senior staff through negotiations and ongoing issues as they arise.
  • Ensures that policing contract issues and amendments under the Department of Justice's purview are appropriately dealt with and completed in a timely manner. This includes completing financial analysis, supporting and/or leading negotiations, applying a strategic lens to the implications for the province, municipal governments, and citizens.
  • Qualifications and Experience

    To be successful in this role, you will have a university degree in a related field and minimum of three years of leadership and management experience in a related field. Experience equivalencies will be considered.

  • You will have experience in contract administration and contract management including financial management.
  • You will have experience in project management.
  • You demonstrate strong interpersonal skills and have a proven track record of motivating high performance teams. Your leadership skills use a streamline approach to service delivery working with a wide variety of partners and stakeholders to develop, implement and monitor strategies and strategic priorities.
  • You will work to ensure the effective management of financial resources, promote a diverse and healthy workplace, demonstrating leadership competencies, promoting teamwork and individual development, monitoring expenditures, accurately forecasting budget requirements for the fiscal year, adhering to procurement and grant management guidelines.
  • A Chartered Professional Accounting (CPA) designation (or similar) would be considered an asset.
  • We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

    An equivalent combination of training, education and experience will be considered.

    Working Conditions

    Majority of time is spent in a comfortable office setting, with some site visits as required, and frequent opportunity to move about and/or change positions.
