Description
Under the general direction of the Director, Transformational Projects, this position is responsible
for managing and coordinating all security programs and systems for the Toronto Public Library

including:
security guard services, building access systems, CCTV video surveillance, intrusion alarm
systems, and fire alarm systems. This position will play a key role in other safety programs such as
emergency procedures and life safety systems. Responsibilities also include risk assessments and
analysis, policy and procedure development, and vendor management. The position is also
responsible for managing the budget for security services that includes the security guard contract,
CCTV systems, electronic building access systems, intrusion, and fire alarm systems. This position
will liaise with management staff in Branch Operations & Customer Experience and Human
Resources, and with appropriate external stakeholders including the City of Toronto Corporate
Security Division.


DUTIES:

Assess, recommend and implement risk management strategies, frameworks and systems
that help identify, assess, mitigate, monitor and report on a range of strategic and
operational risks

Align emergency management, business continuity and fire safety functions by pursuing
opportunities to collaborate on emergency planning initiatives; identify potential areas of
integration.

Design, develop and implement institutional emergency response policies, procedures and
education programs for all staff.

Act as the chief advisor to the executive leadership team on all corporate security-related
matters.

Lead the communication and implementation of the overall security strategy for the
organization.

Develop security and safety standards, work plans, policies and procedures to properly
safeguard the public, employees, and Library assets.

Ensure compliance with all security and life safety laws and regulations, and applicable
Library policies and procedures.

Manage investigations and acts as a corporate security representative in association with law
enforcement and emergency services personal.

Lead the maintenance and implementation of emergency plans and procedures.
Maintain an ongoing awareness of security standards, best practices, and developments in

the security and life safety industries and updates Library procedures accordingly.
Recommend upgrades of modern building security and life safety systems and protocols
according to current standards and best practices.

Provide advice, consultation and support to employees and managers on corporate security
including security systems, hardware, policies and procedures, and life safety compliance
issues.

Monitors the safety and security incident reporting system to ensure timely, accurate and
efficient record keeping and utilizes data in the incident reporting system to make decisions
and to forecast future security trends by location, including the optimization of security
personnel for the organization.

Regularly visit branches and other TPL locations to review security measures and monitor
access, video, fire and alarm systems.

Use non-violent crisis intervention and de-escalation techniques to address situations where
customers are using disruptive, offensive or inappropriate behavior or addressing suspected
theft; facilitate the removal of individuals from library property as necessary.

Act as a point of contact for library staff when they have questions or concerns about security,
often needing immediate assistance.

Manage the Operating budget for security services and systems.
Coordinate, initiate and approve paperwork and documentation to assure proper fiscal and

regulatory control.
Administer and coordinate security-related projects, including upgrades and replacement of

security CCTV cameras, Keyscan access control, intrusion alarm system and other applicable
life safety systems.

Manage and oversee the Keyscan access control, alarm and surveillance systems and related
procedures.

Create and coordinate system-wide security initiatives including policies and procedures,
training programs, drills, and equipment purchase, installation and maintenance.

ensuring appropriate internal response to safety and security incidents in all locations.

Serve as the organization's chief liaison with City of Toronto's Corporate Security division,
local police and other law enforcement agencies.

Review and investigate major security incidents and make recommendations for actions to
mitigate risks and prevent further incidents.

Coordinate installation, operations and maintenance of building security, intrusion and fire
alarm systems for all locations.

Assist with the disaster recovery plan by collaborating with the emergency management
community in updating the plan.

Ad hoc member of the library's Rules of Conduct and Emergency Planning Committees.


QUALIFICATIONS:

Community College Diploma in Law, Security and/or Police Foundations, or an equivalent

combination of Pro
