The following responsibilities are associated with the "Statement of Work" but are not limited to:
EXPERIENCE:
Minimum of 8 years post-designation experience, as well as 3 years in a managerial capacity;
Significant experience managing the financial reporting process;
Significant experience interacting with internal and external auditors;
Experience managing the financial planning process, including budgeting and forecasting;
Experience providing advice, guidance, and interpretation of appropriate accounting standards, as well as legislative and statutory requirements regarding financial issues and the financial management framework of the organization;
Experience managing accounting, payables and cash management operation;
Experience developing and implementing internal control frameworks and designing and monitoring internal controls, including controls related to accounting systems, policies and procedures;
Experience in managing human and financial resources and working in highly computerized environment; and,
Experience with procurement and contracting functions would be an asset.
KNOWLEDGE:
Knowledge of financial planning, accounting and reporting processes, preferably within a Crown Corporation environment;
Knowledge of Canadian Generally Accepted Accounting Principles and/or Public Sector Accounting Standards;
Knowledge of legislation, regulations and control framework related to finance, accounting, procurement and contracting, preferably within a Crown Corporation environment;
Knowledge of standard audit practices and procedures;
Knowledge of computerized accounting systems, including ERP systems and Microsoft 365 products (Excel, Word, Teams, PowerPoint, etc); and,
Knowledge of financial analysis techniques such as cost benefit, NPV and other similar techniques.
ABILITIES:
Ability to interact with all levels in the organization, as well as with stakeholders;
Ability to initiate and innovate in regards to new practices and processes related to financial management;
Ability to follow through with assigned projects;
Ability to manage simultaneously a number of projects/functions in a dynamic environment;
Ability to operate accounting systems, databases, spreadsheets and monitoring mechanisms for financial functions;
Ability to write the Management Discussion & Analysis section of public documents such as Corporate Plans and Annual Reports;
Ability to communicate effectively orally and in writing;
Ability to effectively manage direct reports;
Ability to work under pressure and deliver multiple projects simultaneously within strict deadlines; and,
Ability to analyze complex financial issues and make recommendations.
