Main Purpose & Function

The Planner II position is a key role on the Non-Market Housing Development & Operations (NMHDO) Team within the Arts, Culture and Community Services Department to enhance relationships and engagement with non-profit operators/lessees, with the objective of ensuring effective development, monitoring and compliance with agreement requirements.

Primary responsibilities include the development and negotiation of agreements with non-profit and co-op housing delivery partners across the City's portfolio of non-market housing assets (Vancouver Affordable Housing Endowment Fund - VAHEF) and ensures terms are harmonized with senior government housing funding programs.

The position will also lead the ongoing administration, monitoring and enforcement of non-market housing leases to assess lessee compliance and performance.


This position brings both expertise and creativity to a range of complex issues, with strong project management skills to support critical decisions, projects and strategies.


Key Contacts and Reporting Relationships
This position reports to the Director, NMHDO.

The Planner II works with and supervises a Planner I to perform the main purpose and function as well as functional leads within the business unit (Portfolio Planning, Development and Operations).


The work requires significant collaboration and cooperation across multiple City departments, with senior levels of government, the non-profit and co-op housing sectors, local community-serving organizations and advocacy groups, as well as private sector partners.


Specific Duties & Responsibilities
Partnership Models and Contractual Frameworks

  • Develops and enhances existing contractual frameworks for new developments, renewals and redevelopments and capital grants associated with the delivery of social housing using City assets aligned with the City's strategic policies, plans and objectives
  • Engages with the community housing sector and senior government funders when evaluating changes to existing contractual frameworks
  • Evaluates new partnership models and defines the appropriate contractual structure across the City's various forms of housing delivery
  • Establishes and maintains standard housing related terms across the City's various forms of housing delivery streams
  • Harmonizes contractual frameworks and terms with senior government housing funding programs
  • Liaises with Partner Agreements and Real Estate Services teams on changes to contractual frameworks and reporting needs for consistency across other asset categories
  • Collaborates with housing partners across the portfolio to improve operating effectiveness and efficiency
Procurement, Negotiations and Contract Development

  • Supports development of business objectives, terms and scope for procurement documents with the Portfolio Planning and Development functional leads
  • Establishes negotiating strategies in collaboration with Portfolio Planning and Development functional leads related to new portfolio programs (e.g. major development programs, redevelopments, renovations, etc.)
  • Leads or supports negotiations with major partners and funders related to new partnerships, agreements and renewals; ensures legal, financial & policy interests of the City are protected and works closely with experts in other departments of the City administration (e.g. Real Estate, Environmental, Finance, Legal, Risk, Housing)
  • Leads or supports development of memorandums of understanding, term sheets, and various agreements with potential partners including land leases, service / operating agreements and licenses
  • Works closely with Legal Services for drafting agreements related to portfolio activities
  • Manages negotiations and changes to existing agreements, over holding, extensions and renewal of existing agreements
  • Supports development of housing capital grant agreement terms
  • Provides advice to the Managing Director, Non-Market Housing Development & Operations on end of lease planning
Contract Management and Lease Monitoring

  • Supports handover of VAHEF projects from development to operations/lease monitoring
  • Coordinates and establishes reporting relat
