    HM Note: This hybrid role allows the candidate to work remotely and the candidate must be based in Ontario.

    Responsibilities:

    • With the support from Data for Connected Health Data Governance (DG) Program, works in partnership with the PHSD team, to implement data governance practices in order to meet their business objectives or overcome problems, and takes into account data already collected through existing IM&IT infrastructure
    • Use data governance implementation in the PHSD project to inform enterprise data governance artifacts such as framework, roadmap, and templates
    • The I&IT Consultant may be used to provide strategic implementable guidance to the PHSD team and the DG program with regard to data governance tooling implementation (e.g. roles and responsibilities, processes, policy are defined)
    • Provides data management subject matter expertise and assistance in their field

    Desired Skills:

    • Acts as the technical advisor/expert on all aspects of deliverables specified above
    • Provide the quality assurance/quality control of specified deliverables
    • Anticipates and resolves problems to ensure that the deliverables are completed within budget, to the highest quality, meeting or exceeding expectations
    • Develops processes and procedures for implementing deliverables
    • Prepares reports and presentations including options, recommendations, implementation plans, etc.
    • Works with clients to define the scope of a project and to determine requirements
    • Defines software, hardware and network requirements
    • Analyzes data management and governance requirements, giving independent and objective advice on the use of data governance
    • Designs, tests, installs and monitors new systems and develops solutions and implementation of new systems
    • Familiar with change-management principles and methodology
    • Knowledge and understanding of Information Management principles, concepts, policies and practices

    Criteria Details:

    1. Minimum 6 years' experience of providing data/analytics governance or data/information asset management expertise to enterprise level project or programs 20 Points
    2. Experience in implementing scalable data management practices based on enterprise level data strategy with multiple project managers and associated matrix team members. Demonstrated experience translating strategic expectations and translating into program deliverables and reporting. 20 Points
    3. Experience in articulating data management practices to benefit business projects or programs ranging from Directors to data analysts. 15 Points
    4. Experience in stakeholder engagement with tactful diplomacy, and negotiation skills to overcome resistance to change and capitalize on forces in support of change. 15 Points
    5. In-depth knowledge of data/information management or stewardship model(s) best scalable practices across broad sectors and in context of broad data & information governance functions 10 Points
    6. Experience analyzing program and organization's environments to identify potential risks and issues; experience articulating and prioritizing issues and risks to senior executives; recommends mitigation strategies to decision-makers to ensure projects are delivered on schedule. 10 Points
    7. Experience influencing, negotiating and building positive relationships within the team and external parties. 10 Points

    Deliverables:

    Through this work, we are looking to establish enterprise data catalogue and data dictionary templates, standardized roles and responsibilities for data trustee/stewardship management starting with data to support the PHSD initiative and to be scaled and leveraged across the enterprise.

    From this work the following deliverables will be created:

    1. Enterprise data catalogue template with PHSD data asset metadata documented
    2. Data dictionary for PHSD
    3. PHSD Data flow diagram
    4. Roles and responsibilities for managing PHSD as a data asset (outside of the technology context)
    5. Relevant Data quality metrics

    Must haves:
