Marshall Canada requires a Program Manager in Ottawa, ON to join our team.

Reporting to the Senior Program Manager, you will be responsible to develop and maintain program plans, budgets, and schedules to ensure timely and within-budget project execution, as well as manage the execution of programs by leading and supporting cross-functional teams.


Your Responsibilities in this role:

  • Implement/Comply with Lifecycle Management and Project Management processes on all projects/bids and support improvement of process where necessary.
  • Coordinate with government agencies, clients, and subcontractors to define project requirements and expectations.
  • Preparing customer proposals, request for information responses and other new business requirement needs.
  • Define clear roles, responsibilities and accountabilities for the project including project schedules, financial forecasts, and action plans.
  • Ensure all project requirements (e.g., technical, commercial, project management, delivery etc., both internal & external) are clearly understood from the outset (or firmed up during the bid/contract negotiation phase) and documented in a Deliverables Matrix.
  • Communicate and present plans and status updates to project stakeholders.
  • Manage internal stakeholders to collect requirements and develop deliverables.
  • Complete phase definition/tailoring (i.e., number of phases/gates) for assigned projects with team members, ensuring this is clearly documented in the PMP. Collate all inputs for and produce Project Management Plan ensuring the "single source of truth" for all topics relating to the project.
  • Run Start Up meetings, daily standups, monthly project reviews, Contract Status Reviews (CSR's) and Lifecycle Gate reviews with team ensuring full involvement and support of all service providers, stakeholders and independents as required.
  • Demonstrate a clear overview of progress, risk, issues, and readiness at reviews with clear and accurate signed off minutes issued, and all actions logged/progressed through central action log.
  • Ensure project baselines are protected, variations controlled, documented reviewed and agreed.
  • Monitor and report project performance using KPIs, providing early identification of performance issues.
  • In conjunction with commercial colleagues, provide guidance and escalation for your team to ensure commercial agreements are adhered to, and if necessary adapted.
  • Identify potential risks associated which could impact project delivery and implement risk management strategies to mitigate potential project setbacks and maintain project resilience.
  • Ensure procedural compliance in accordance with the applicable Management System (Quality Management System) and Project Management Methodology
  • Manage and maintain project documentation, including contracts, change orders, and technical specifications.
  • Foster a collaborative and motivated team environment to drive successful project outcomes.
  • Define HR requirements to support resource planning and development of team members.
  • Lead postproject assessments to capture lessons learned and improve processes for future projects.
  • Other duties as assigned by the Senior Program Manager
  • Demonstrated Project Management knowledge with moderate experience supporting the delivery projects, with at least eight (8) years of experience in similar industries and environments.
  • Bachelor's degree in a relevant field (e.g., Business, Management, or engineering); a Master's degree is an asset.
  • Possess a minimum of five (5) years of experience in a leadership role within the defense industry.
  • Extensive experience in preparing and costing proposal for customers.
  • Demonstrated effectiveness in managing working relationships with internal and external stakeholders.
  • High energy individual, with ability to selfmotivate and motivate a team towards a solutionoriented accountability culture.
  • Excellent communication skills with the ability to engage a variety of audiences: fluent written and oral English is mandatory; proficiency in French communications is an asset.
  • Strong Microsoft Office skills and proficient with relevant business and project management software including MS Project


Must be eligible to meet the requirements of export control regulations, including the Canadian Controlled Goods Program and Canadian government security requirements.
