360°kids has been a leader in the delivery of innovative support services for over 25 years as we work to improve the lives of homeless and at-risk youth and families in York Region.

We are a vitally important community agency serving all of York Region.

At 360°kids, we provide a unique continuum of care approach with a range of programs and services that are essential to the health and well-being of youth and that are proven strategies for helping to keep youth off the streets by providing safe housing options.


The Program Manager of SHINE Programs plans, leads, executes and manages the program operations in accordance with regulatory requirements, 360°kids' policies, and the mission and objectives of the organization.

Responsible for the day to day operational management of the SHINE Youth Homes; our youth SHINE program is a voluntary program that offers a combination of housing and support for youth, primarily 16-19 years of age, who are facing a housing crisis.


Direct accountabilities include:


  • Develops, directs and implements approved strategies and plans that will result in the achievement of the programs' goals and objectives.
  • Responsible for developing and managing all program delivery from a harm reduction framework.
  • Collaborate with a broad range of stakeholders in the creation and facilitation of effective partnerships and will work with the Management Team to ensure effective integration of all programs.
  • Responsible for relations with the communities being served by the programs and with the general public.
  • In consultation with the Director of Operations represents the organization, including sitting on committees, task forces and councils, in its relationships with various segments of the community service agencies and other constituencies such as government/regulatory agencies.
  • Leads and participates in the annual licensing audit by Ministry of Children, Community and Social Services.
  • Manages relationships with established partnerships, as well as other procuring new partnerships to support the programs.
  • Ensures that programs and activities comply with applicable standards and laws.
  • In the event of a crisis or critical incident, exercises judgment and initiative in managing contact with the Director of Programs and Services, appropriate Ministries, and other interested parties.
  • Provides leadership to a diverse staff team including recruitment and selection, training, development, and retention of the program staff to ensure ongoing competent, experienced, and effective management of the program.

  • Manages for high performance focusing on empowering staff, team building, coaching/mentoring and motivation of employees by providing leadership and support to staff.
  • Ensures that appropriate policies and procedures are being utilized by program staff and that all staff completes mandatory recording and reporting.
  • Assumes accountability for sound financial management and appropriate controls of the program's budget.
  • Participates in the 360°kids' oncall rotation to provide support for staff and program operations outside of core hours (evenings, weekends and holidays) in emergency situations.

QUALIFICATIONS OR SKILLS REQUIRED:

Bachelor's degree or diploma in Social Work or Child/youth related field (eg. Child and Youth, Social Service Worker, Social Worker, Psychology, Sociology) or the equivalent combination of education and experience working with youth. Minimum of five years' experience working with youth and five years of management experience.

  • Strong leadership skills, motivation, delegation, coaching/mentoring and empowerment skills.
  • Thorough understanding of the issues in dealing with youth in addition to a strong understanding of the regulatory environment.
  • Interpersonal skills, including influencing, consensus/team building, facilitation, negotiation and conflict resolution;
  • Broad knowledge of community resources, including trends and gaps;
  • Ability to encourage/stimulate new ideas within the program areas and organization;
  • Strong communication skills including public speaking and presentations;
  • Relationship building skills to support relationships with managers, peers within the industry, and Ministry officials;
  • Strong personal ethics and integrity;
  • Thorough knowledge of human behaviour especially as it relates to effective personal functioning;
  • Knowledge of relevant legislation as it relates to Human Resources;
  • Ability to develop, articulate and promote a vision for the program;
  • Excellent business acumen including budgetary, financial and fundraising skills.
