The Manager, Habitat Development is responsible for leading Vancouver Fraser Port Authority's habitat development projects for offsetting and mitigating infrastructure projects and for restoring habitat and natural infrastructure, through the Habitat Enhancement Program (HEP) and other projects and initiatives, in order to facilitate potential future port growth and meet VFPA's stewardship and climate change adaptation objectives.

This includes providing leadership during concept development, design, construction, public consultation, Indigenous consultation/engagement and permitting activities, and negotiating and liaising with relevant agencies and partners to ensure successful outcomes.


The Manager, Habitat Development will:

  • Develop, manage, and report on the HEP and other habitat projects and initiatives. Establish and manage cost, schedule and performance for concept development and approved projects and initiatives.
  • Lead the port authority's habitat development activities and effectively manage consultants and contractors to ensure all related projects and initiatives are developed on time, within budget and meet performance objectives.
  • Negotiate and manage the habitat banking agreement with Fisheries and Oceans Canada (DFO), VFPA legal department, and any other relevant parties.
  • Negotiate and manage any Indigenous partnership/collaboration agreements associated with the HEP or VFPA habitat bank, including with Tsleil-Waututh Nation.
  • Support the development and implementation of a holistic ecosystem management strategy for the Port of Vancouver to help restore biodiversity loss by restoring habitat.
  • Work with relevant port authority departments and/or stakeholders, analyse long term port potential offsetting needs and identify and propose relevant habitat enhancement projects, initiatives, or partnerships (e.g., Oceans Protection Plan, environment and conservation groups, Indigenous groups) and gain approvals.
  • Liaise with all relevant interests involved with the program (and projects) including with community groups, environment and conservation groups, Indigenous groups, port tenants, funding partners, consultants, contractors, government agencies and other stakeholders as relevant.
  • Lead the habitat benefits definition, planning, design, permitting, communication, consultation, procurement, and construction activities.
  • Manage programs and projects in the range of $500K to $70M+
  • Manage project teams including partners, consultants, and contractors. Manage contractor selection, contract preparation and execution, and final acceptance of deliverables.
  • Ensure the development, approval, monitoring and communication of project documentation (e.g. project charters, project plans, etc.), and appropriate scope, budget or schedule change management documentation and control. Identify and manage risks and issues. Conduct lessons learned and prepare project closeout.
  • Plan for and lead the public, key stakeholder, and Indigenous consultation and communication from a proponent's perspective.
  • Prepare and obtain all necessary permits, including Fisheries Act Authorizations, Disposal at Sea permits and PER permits. Ensure proper land tenure agreements are secured when needed.
