Technical Proposal Manager - Naval Handling

Peterborough, ON


As the Technical Proposal Manager, you will act as a key member of the Rolls-Royce Business Development - Americas Team and the Rolls-Royce Defense Marine North America Sales team and will specialize in preparing bids for Naval Handling systems.

You will report to the VP Sales - Naval Handling and be responsible for the initiation and compilation of the Business Evaluation for the range of Naval Handling products in response to customer RFP's.

You will also be responsible for gaining the commitment and acceptance required to deliver the business opportunity from the relevant stakeholders including Commercial, Engineering, Procurement, Production, and Programs for proposals ranging from $2M to $20M.

This role provides exposure to key stakeholders in the Rolls-Royce Business Development team and within the Global Naval market.

The role will be to achieve department targets, business in-country targets and to meet company objectives, in accordance to ISO 9001:2008 Quality Management System.

Key accountabilities:


  • Prepare basis of estimate (BOE) for assigned bids.
  • Identify customer needs, develop and manage relationships, internally and with external customers, partners and suppliers
  • Cooperate with engineering team, manufacturing team, purchasing team, and project management team to capture and assess resource requirements to support sales prospects
  • Work with procurement to identify component pricing necessary to achieve acceptable level of valid material pricing for each bid.
  • Create the work breakdown structure for the requested product(s) or spares and develop a labour cost estimate with input from all stakeholders.
  • Work with programs and finance to develop a suitable milestone payment plan and associated cashflow projection for sales proposals that meet both the customer requirements and aligns with the business requirements.
  • Ensure all applicable issues, such as Intellectual Property, Tax, Offset, Insurance, Legal, Export, Treasury, Partners and Regulatory obligations are addressed in the business evaluation as appropriate.
  • Ensure that all external and internal risks are assessed and included in the business evaluation.
  • Ensure all necessary documentation required in a Request for Proposal (RFP) is completed and available to accompany the proposal submission.
  • Prepare the business evaluation submission for approval.
  • All other duties as required

Basic Requirements:


  • Proven experience in sales, finance, project management and/or engineering
  • College diploma or 5 years' experience in a relevant field
  • Must be a Canadian Citizen or permanent resident (minimum 5 years)
  • Proficient in written & spoken English
  • Ability to travel up to 10%

Preferred Requirements:


  • Strong presentation skills
  • Selfstarter with a "cando" attitude and ability to work independently, negotiation and persuasive skills
  • Knowledge of accounting/financial principles and guidelines
  • Solid product knowledge of Naval Handling equipment.
  • Result oriented with strong drive and commitment.
  • Strong team player with good communication skills.
  • Good independent working ability and complex problemsolving capability with endurance under pressure.
