Role Responsibilities:


Reporting to the Director of Environmental Regulation, the Environmental Water Management Specialist provides extensive project management services to complex planning/design studies to ensure that the department's environmental assessments address federal/provincial regulatory requirements as well as mitigation measures are appropriate to allow the design and construction phases to proceed in a cost-effective manner.


The position:

  • Provides extensive project management duties (consultant selection/consultant management/project schedules) as well as overseeing a comprehensive consultation program with other government departments and external stakeholders.
  • Conducts first nations and public engagement as necessary.
  • Coordinates work activity that is considered highly complex in nature. The position has a high degree of independence with respect to decisionmaking, requiring discretion with respect to projectspecific negotiations with federal/provincial regulators during planning and design phases.
  • Assists with the development of environmental standards that: guide project delivery through complex regulatory processes, mitigate project schedule risk and maintain costeffective mitigation of environmental impacts.
  • Collaborates with internal/external stakeholders to ensure that the department's guidelines provide clear direction to service providers so that roles and responsibilities are well understood.
  • Has a thorough understanding of the core valued ecosystem components (i.e., wildlife, historical resources, fisheries, navigation, vegetation, water quality, hydrology and wetlands) in order to recognize impacts to environmental receptors as well as develop specifications and mitigation strategies intended to address these impacts.
  • Interacts with regulators when changes to legislation occur to influence a departmental and proponent perspective.
  • Requires a working understanding of the _Federal Fisheries Act_, _Migratory Birds Convention Act_, _Species At Risk Act_, _Canadian Navigable Waters Act_, _Public Lands Act_, _Environmental Protection and Enhancement Act_, _Historical Resources Act_, and the _Alberta Water Act_.
  • Problem solving issues related to environmental processes/regulation is required daily.

Qualifications:


  • Required:
  • A university degree (4 years) in environmental sciences or related field supplemented by four (4) years of progressively responsible experience
  • A Class 5 Driver's License

Assets:

  • Experience in championing and implementing innovative solutions
  • Familiarity with water management or highway network infrastructure
  • Strong communication skills with demonstrated ability to collaborate with stakeholders while focusing on client needs
  • Knowledge of the department's structure, standards and guidelines as well as relevant federal/provincial environmental regulatory requirements

Notes:


This position is a permanent, full-time role with the standard weekly work hours of 36.25, Monday to Friday (8:15 am - 4:30 pm).

Traveling will consist of less than 25% of the work schedule.

Testing will be administered as part of the assessment process.
