    Main Purpose & Function

    Reporting to the Program Manager, Water Conservation & Efficiency, the Trades II – Plumber (Water Conservation Plumber) will work with the RFT senior plumber to implement water conservation measures, supporting a 15% reduction in potable water use for the City of Vancouver over the next decade. The position will provide plumbing expertise for a variety of conservation work including, but not limited to, the Civic Water Metering Program, Leak Detection Program, PRV Adjustment Program, Water Efficiency By-laws, and staff development to promote water conservation practices for all City operations.

    This position involves skilled plumbing work at a journeyman level. The Water Conservation Plumber will use innovative techniques, best practices and materials to improve quality and workmanship, reduce costs, improve productivity and recommend ways to increase water efficiency. Employing water conservation practices to minimize life cycle costs, and providing estimates of planned works including return on investment will be required. This position may also supervise other team members and lead in-house project management and coordination.

    The Water Conservation Plumber will work within the Water Design Branch (Engineering) and will be field based out of Manitoba Yard; office based out of Marine Gateway Offices.

    The successful candidate will work from 7:00am to 3:30pm, Monday to Friday. Employees may be assigned to work alternative shifts and locations based on operational requirements.

    Specific Duties & Responsibilities

    • Installation, maintenance and repair of plumbing systems as identified by Water Conservation.
    • Supervising crew (as applicable) and assisting members of Water Conservation to provide expertise as a plumber.
    • Recommend retrofits that aid in water conservation efforts to contribute to Water Demand Strategy goals.
    • Recommend project specific direction; assist in costing, return on investment, project timelines with respect to plumbing standards and needs.
    • Implement various water conservation/plumbing related retrofits to fulfill GreenOps Plan 2.0 goals.
    • Safe operation and maintenance of a service vehicle and related equipment, the supervision and monitoring of team members, including the co-ordination of their assigned daily work.
    • Drive a service vehicle while transporting materials and co-workers when working in the field.
    • Maintain an adequate supply of plumbing parts, fixtures and components.
    • Maintain accurate and concise records for all plumbing work and related activities.
    • Assist in any part of the operation and maintenance of the Waterworks System as required by Water Conservation.
    • Co-ordinate and prioritize job requests with respect to Water Conservation goals.
    • Meet and interface with a variety of stakeholders (internal, external, customers) on a regular basis.
    • Co-ordinate the plumbing work with other trades.
    • Provide on the job training in all aspects of the plumbing to those employees assigned to the crew.
    • Prepare and maintain a variety of reports, records, and correspondence.
    • Perform other related tasks as required.

    Qualifications

    Education and Experience:

    • Completion of Grade 10 preferably supplemented by technical courses related to the work.
    • Plumbing apprenticeship and considerable plumbing, gas fitting and/or water main experience preferably as a Trades I (Plumber) is required.
    • Certificate of Qualification in Plumbing, Interprovincial Red Seal Endorsement.
    • Class B Gas Ticket is required.
    • Water Distribution Operator Level I or II is considered an asset.
    • Experience coordinating with multi-departmental or branch projects is preferred.
    • Experience with water conservation based initiatives is preferred.

    Knowledge, Skills and Abilities:

    • Fundamental understanding of fluid dynamics in municipal water distribution systems.
    • Knowledge of the standard practices, methods, materials, tools and equipment used in repairing, testing and installing plumbing systems and water meters.
    • Knowledge of proper procedures for using oxy-acetylene equipment for the purpose of brazing and burning during the installation and removal of meters.
    • Knowledge and ability of all code requirements and regulations for plumbing systems along with safety aspects related to WorkSafe Regulations (including confined space entry).
    • Skill in the use and care of equipment used in the work.
    • Ability to make recommendations to improve potable water use in the City.
    • Ability to read and understand mechanical plumbing plans for buildings and facilities.
    • Ability to maintain records, estimate materials required and requisition parts and materials through MS Office.
    • Ability to assign, check, and supervise others.
    • Ability to write and clearly communicate work to a variety of stakeholders.
    • Ability to work effectively with a variety of stakeholders and provide leadership, training and instruction as needed.
    • Ability to work safely and follow regulations on the job.

    Driver's License and Record Checks:

    • A current and valid Class 5 BC Driver's License or higher and a Satisfactory National Safety Code driving record
      • 5 years accumulation of no more than 9 points, not in excess of 3 points per single year
      • 3 years accumulation of no more than 1 preventable work related driving or equipment operating accident in any single year
