AREA OF RESPONSIBILITY:


Reporting to the Manager of Facilities Asset / Energy Management & Capital Planning, this position is responsible for providing support with strategic development and overall management of greenhouse gas reduction, energy efficiency and conservation projects and energy retrofits related to all City of Brampton's building portfolio.


The Project Manager is the primary manager of all phases of an energy retrofit project, with the objective of successful completion on time, and within budget, while maintaining quality and safety, The Project Manager (PM) will be working with City staff and vendor(s) to study processes, performs analysis and generate optimization through modifications, retrofits and other effective strategies.


Key Duties and Responsibilities

  • Project Development. Engage with vendors to clarify details and ensure the design and implementation meets City of Brampton's expectations during the Design and Construction phases. Must have good understanding of energy management principles, construction planning and engineering to review and verify the hard and soft cost budget estimates. Monitor risks and take the appropriate action proactively to minimize the potential negative impact of the risks.
  • Project Management. Responsible for all aspects of leading the project from start to finish. Provide expertise and technical/professional knowledge to advise other professionals in the delivery of project services to clients. Prepare and evaluate procurement documents and consultant proposals and make recommendations for Council approval. Work collaboratively with other departments, committees and various advisory groups. Plan, schedule and coordinate all activities related to successful delivery of retrofit project. Provide advice, guidance and technical assistance to internal stakeholders. Coordinate the design and development of project drawings and specifications. Make recommendations in accordance with legislation and Corporate Standards. Ensure a positive working relationship with clients, area municipalities and other Government bodies to ensure a coordinated construction. This oversight during the detailed design continues during construction phase, as well as commissioning phase. Prepare project contracts and use expertise to read and interpret drawings and specifications. Oversee the vendor activities such as review of the site plan approvals, ensuring building/fire codes compliance, and accessibility guidelines are being met with construction techniques. Develops a risk management and action plan, monitor risks; take the appropriate action proactively to minimize potential negative impact of the risks on the project, and report on risk responses. During the Design and Construction phases, PM will engage with engineers / vendor to clarify details and ensure the design and implementation meets customer expectations. During the Construction phase, PM will oversee the vendor's Construction Manager visàvis the installation equipment. The PM will effectively coordinate all documentation, including all correspondence from engineers, site, contractors, and subcontractors. PM will prepare detailed and timely status and progress reports on the project and attend meetings to present reports as required to council, and steering committee.
  • Project and Human Resources Leadership. Manage project teams including staff, external consultants and contractors to effectively implement deep retrofit measures. Identify tasks and assign responsibilities. Have overall responsibility for schedules and project budget, track progress, provide daytoday guidance for decisionmaking, inspect and supervise work. Provide all aspects of supervisory responsibilities including labour relations and mentoring to staff. Ensure the effective and efficient resolution of issues.
  • Financial Accountability. Establish preliminary and final budgets for projects. Ensure budget control is in place and monitor expenditures during all phases, including cash flow, payments, purchase orders, invoicing, and collections. Coordinate the procurement process with Purchasing, Legal and project stakeholders. Ensure project delivery within the agreed budget and schedule.
