Qualifications:

Essential:

  • Relevant postsecondary education, completion of a professional procurement designation or a combination of relevant education and experience.
  • Experience in a range of procurement processes such as developing and implementing procurement procedures, issuing bid documents, monitoring supplier performance, and enforcing contract terms and conditions.
  • Experience in contract administration within a procurement environment.
  • Effective written communication skills, including the ability to express ideas in a clear, concise and organized manner for various stakeholders.
  • Strong interpersonal skills, with the ability to develop and maintain working relationships with diverse internal and external stakeholders.
  • Excellent conflict resolution skills
  • Strong problem solving skills, including the ability to resolve issues where discretion and independent judgement is necessary.
  • Excellent negotiation and facilitation skills.
  • Excellent verbal communication skills

Duties:


Reporting to the Director, Corporate Compliance and Risk Management, the Procurement Specialist is responsible for delivering procurement and contract administration services across Manitoba Housing, while ensuring that Manitoba Housing's policies, procedures and guidelines are being followed.

The incumbent is also responsible for researching, analyzing and providing recommendations for procurement policy, and creating process development and improvement to reduce risk exposure and improve compliance across Manitoba Housing.

The incumbent is a part of the Procurement Services team within the Corporate Compliance and Risk Management (CCRM) Branch, working to ensure the facilitation of efficient and effective methods of procurement, provide guidance and quality oversight, and perform supplier management for the organization.
