    ConocoPhillips Canada is recruiter a Project Services Manager (PSM), accountable for all project controls and related activities, plans, reports, and deliverables for the assigned project.

    Reporting to the Manager, Capital Projects,

    The PSM will support the project decision making process by establishing and maintaining the project budget, schedule, risk register, change management log, and all pertinent information required for the Project Management Team (PMT) to make the right decisions at the right time.

    This position will manage the project scheduling, budgeting, progress measurement, estimating, risk management, forecasting, record keeping, reporting, auditing, project data management and administrative services in compliance with the ConocoPhillips Corporate and Canadian Capital Project Management Systems (CPMS & CCPMS).

    Assurance of due diligence in all project phases will be critical, such that the project is fully scoped, planned, estimated, risked, and corporately approved, stakeholders are aligned with the Project Execution Plan, and key team members are aligned with the scope and expectations leading to successful project delivery.

    The successful candidate will manage the Project Controls Team, ensuring that all cost and schedule interfaces together with related engineering, procurement, construction, and commercial work fronts are incorporated into the control documents.

    In addition to the ConocoPhillips organization, this position will interact closely with other parties such as contractors, suppliers, vendors, and subcontractors.

    Within ConocoPhillips and the other organizations, this position coordinates between multiple stakeholders, including but not limited to Engineering, Quality Management, Construction Management, Project Management, Accounting/Finance, Contracts Administration, Procurement, Expediting, Transportation, and Logistics.


    Project Controls Management:
    Establishes and maintains an integrated project cost, progress, and schedule system.
    Establishes the project services strategy for the project through the different phases.
    Manages an organization of experienced project controls professionals, providing leadership and mentorship, as required.

    Performs project performance and productivity analyses to provide early warning process for variances with recommendations for viable recovery or work-around plans.

    Builds and maintains the project staffing plans, in consultation with the Project Manager and other ConocoPhillips departments.
    Ensures adherence to all Project Controls policies, processes, procedures, and guidelines as established in CPMS and CCPMS.
    Develops additional project-specific procedures and guidelines, where required.

    Establishes KPIs and leading indicators to measure the project health and contractors' performance, enabling the PMT to make timely decisions to ensure project predictability and delivery.


    Planning & Scheduling:
    Develops the integrated project plan and schedule, implementing the rolling-wave scheduling concept.
    Ensures that all project scopes, activities, deliverables, and interfaces are properly represented in the integrated schedule. This could include the integration of multiple schedules from multiple sources into a single Integrated Project Schedule (IPS).

    Consults with internal and external stakeholders to load the schedule with the resources required to complete each activity and deliverable.

    Builds a risk-ready schedule and performs schedule risk analysis (SRA) when required.
    Performs what-if scenario analysis – as required – to support the change management process and/or the project optionality analyses


    Cost Management:
    Establishes the project WBS, CBS, integrated control budget and cost management system.
    Builds the project spend profile and manages the cost tracking, forecasting, and reporting processes.
    Aligns and integrates the project cost with the schedule and progress.
    Creates and updates the contingency drawdown curve and manages contingency allocation and usage across all project phases.
    Reviews and releases for approval invoices from contractors and vendors.

    Risk Management and Analysis:
    Establishes, manages, and updates the project risk register, including risk owners, mitigation plans and risk status.
    Performs qualitative and quantitative risk analyses, as required.
    Evaluates the risks and opportunities associated with project changes.
    Supports the Risk Analyst in facilitating QRA sessions for the project.


    Change Management:
    Creates, maintains, and updates the project change log.

    Evaluates cost, schedule and risk impacts associated with project changes and advises the project management team on change decisions and mitigation plans.

    Administers the project change management process and supports the PMT decision-making process.
    Incorporates and tracks the approved project changes into the cost, schedule, and progress deliverables.
    Participates in negotiations with contractors related to project changes, as required.

    Supports the SCM team in updating and revising contracts and purchase orders to incorporate the approved changes into contractors' and vendors' scopes.

    Establishes the project progress measurement and earned value system, and integrates this with the project cost and schedule.

    Maintains and periodically updates the project progress measurement system to allow for proper and timely reporting on the project status.

    Consolidates project progress information from the different contractors, vendors, and stakeholders into a single integrated project progress report.
    Reviews and approves progress reports from contractors and vendors.
    Adheres to the Corporate progress reporting requirements.
    Oversees the development of project estimates of different classes, as required.
    Evaluates and approves estimates developed by contractors and vendors.

    Reviews, evaluates, and normalizes the commercial bid submissions from vendors and contractors for the different project phases and scopes.

    Engages with internal and external benchmarking service providers to confirm the validity of project estimates, as required.


    Project Controls Documentation:
    Creates and updates the Project Controls Plan as required.
    Creates the Project Controls Contract Exhibits for all contracts issued for the project.
    Creates the documentation required for project gate assurance reviews, according to CPMS and CCPMS requirements.
    Supports the project closeout process by providing input into the closeout report, as required.


    EPC Contractor Oversight:
    Enforces adherence to the Project Controls Contract Exhibits by all contractors.

    Ensures that all contractors are allocating to the project an appropriate number of project controls resources with adequate levels of experience and expertise.

    Manages the project controls deliverables from all contractors, ensuring quality and timeliness of the issued documents.
    Provide oversight on the performance of the contractors' project controls teams.

    Stage Gate Project Assurance:

    Develops all project controls deliverables for the project stage gate assurance reviews, per the local BU (CCPMS) and Corporate (CPMS) requirements.

    Acts as the main point of contact for the project gate reviewers for questions and clarifications related to the project controls deliverables.

    Provides support for other project functions, as required, to advance the project through stage gates.
    Bachelor's degree or higher in Construction Management, Project Management, Engineering or related field, or foreign equivalent.
    ~20+ years of experience in leading project controls activities on major capital projects in the Oil & Gas, Refinery or Petrochemical industries.
    ~7+ years of experience on large (mega) projects through all phases of engineering, procurement, fabrication, construction, and C&SU.
    ~5+ years of field experience in fabrication facilities and/or construction site locations.
    ~ Advanced technical proficiency in the field of Project Controls with hands-on experience in Planning/Scheduling, Cost Management, Estimating, Progress Measurement, Risk Management, and Project Reporting.
    ~ Proficiency in the use of the project control, accounting and reporting tools including Primavera P6, OmegaPIMS, SAP, PowerBI and AcumenRisk.
    ~ Legally authorized to work in Canada on a full-time basis without restrictions.

    7+ years of experience in leading teams of project controls professionals (or other comparable disciplines) within a project execution organization.
