Compensation includes an annual salary of $84,879 - $101,872, including a comprehensive health, benefit and pension package.

Position Objective

Duties & Responsibilities

  • Participates in cross departmental efforts and represents Digital Services requirements, interests and strategic direction; with reference to Modernization strategies.
  • Acts as a project lead or project team member providing technical leadership, consultation on projects and resource coordination where appropriate.
  • Monitors project progress by tracking activity; resolving problems; publishing progress reports; recommending actions.
  • Assist Departmental Project Managers with internal and vendorbased resources in the planning, development and on time delivery of effective business solutions.
  • Provide technical analysis and solutions to Town Departments. Work with Town departments to research, present and implement technical alternatives to current systems.
  • Consult with departmental development teams on requirements, functional architecture and implementation.
  • Assist with the creation of test strategies, test plans and test summary reports required to support business units transition to new technical production processes
  • Identify gaps and designs new and/or modified IT solutions or enhancements, including risk assessments and implementation of defect fixes.
  • Participate in the preparation of RFPs, bid proposals and contracts related to the procurement of business software solutions.
  • Work with stakeholders to gain agreement on solutions
  • Research emerging practices/technology and participate in longrange planning for the development of business systems solutions, evaluating new deployment models and methodologies.
  • As a representative of Digital Services, set stakeholder expectations appropriately and share complex concepts with non
- technical audiences.

  • Work closely with Digital Services staff to ensure business solutions meet security standards.

Education & Experience

  • Postsecondary degree or diploma in Information Technology, Computer Science, Business Analysis or other related discipline.
  • One (1) to three (3) years of progressive experience in systems planning, support, conceptual design and feasibility study experience in a small to medium sized IT enterprise environment. Municipal experience is beneficial.

Knowledge

  • Advanced knowledge of system analysis process and techniques, as well as system components, functionality, interfaces, data flows and business rules.
  • Project management training and or certifications such as PMP and or PMI would be beneficial.
  • Advanced proficiency in Microsoft Office software including Word, Excel, PowerPoint, and Outlook.
  • Advanced knowledge of databases, either Oracle or MS SQL.

Skills & Ability

  • Work with people who have diverse IT skills.
  • Proficient at conflict management, team building and workplace relationship building.
  • Strong problem solving and research skills to generate solutions.
  • Strong organizational skills with the ability to multitask and provide timely completion of assigned tasks/projects.
  • Ability to build and maintain collaborative working relationships with coworkers, consultants and stakeholders in an environment of teamwork and knowledge sharing

Supervision
Supervise technical staff on specific project-related tasks. Supervise consultants and other stakeholders on a project-by-project basis.


Work Demands

  • Work is performed to large extent under mínimal supervision after assignment; work is judged primarily on overall results
  • Steady and sustained periods of high concentration and mental alertness
  • Sitting at desk; operating computer may result in hand, back and eye strain
