Qualifications:

Essential:

  • Post secondary education in Social Sciences; or an equivalent combination of education and experience may be considered.
  • Experience with the organization, operation and licensing of child care facilities.
  • Experience in the development, implementation, monitoring and evaluation of government policies and programs.
  • Knowledge of the governance structure, operation and funding of child care facilities.
  • Knowledge of the legislation and regulations governing the management and delivery of child protection programming in Manitoba, including The Child and Family Services Act and all other related codes standards and procedures applicable in residential child care facilities across Manitoba.
  • Excellent problemsolving skills.
  • Ability to work effectively in a team environment.
  • Excellent interpersonal skills with the ability to establish effective collaborative working relationships with various partners.
  • Effective written communication skills with the ability to prepare reports and recommendations.
  • Effective verbal communication skills with the ability to present information to various partners.

Desired:

  • Experience in the development/delivery of child & family services programming.

Duties:


Reporting to the Manager of Licensing, the Quality of Care Provincial Licensing Specialist (the Specialist) is accountable for the planning, development, implementation, coordination, monitoring and evaluation of provincial licensing program of residential child care facilities which provide care within the child and family protection system throughout the province.

The Specialist carries out evidence-based reviews of residential child care facilities, assesses and develops guidelines and performance expectations to ensure that licensed residential child care facilities throughout the province are operating competently and in compliance with the Child Care Facilities (Other than Foster Homes) Licensing Regulation of The Child and Family Services Act and all other related codes, standards and procedures applicable in residential child care facilities across Manitoba.

The Specialist leads a team of representatives from external organizations in the implementation of the provincial licensing framework and program which aims to improve the quality of care provided and help ensure that children and youth experience safe environments and achieve positive outcomes and improved functioning as a result of the high quality services received during their residential child care facility placement.
