    This department assists and advises the public, land stakeholders, government agencies and Council on matters related to land use planning, development and municipal by-law enforcement.

    Planning Services

    This division assists the public with proposals and applications for the use and development of land while ensuring that the City's Official Plan and Zoning By-law are being maintained.

    Purpose and Scope:

    The Area Planner is accountable for the implementation of the development control functions within a geographic area or on an assigned project basis under the direction of the Manager of Planning Services and in their absence, the Director of Planning and Development Services. This position also assists with the development of long range land use policy matters as required from time to time.

    This position is a contributing team member responsible for the day to day work and executing operations in line with department approved policies, plans and programs as well as efficiently meeting service standards in the delivery of municipal services.

    Duties and Responsibilities:

    The position will:

    • Undertake the review, preparation, processing and circulation of amendments to the Official Plan in accordance with the Planning Act.
    • Prepare background information and reports concerning land severances and minor variances, in consultation with the Manager.
    • Undertake the review, preparation, processing and circulation of Plan of Subdivision applications including the preparation of draft conditions of approval, the preparation of subdivision agreements and the coordination of the administering of subdivision agreements.
    • Undertake the review, preparation, processing and circulation of site plan control applications including the preparation of site plan agreements and the coordination and administering of site plan agreements.
    • Provide advice on planning requirements to developers, the public and other municipal departments.
    • Undertake the review, preparation processing and circulation in accordance with the Planning Act for zoning amendment applications including preparation of reports and by-laws.
    • Administer and monitor the Zoning By-law in consultation with the Manager of Planning Services and Director of Planning & Development Services.
    • Assist with the review, interpretation and/or development of land use related planning policies and studies.
    • Represent or ensure appropriate representation of the City at hearings and tribunals on matters related to long range and policy land use planning matters.
    • Assist the Director with the preparation of a City Official Plan, required secondary plans, land use planning related studies, a comprehensive Zoning By-law and other appropriate studies.
    • Ensure, in association with other department staff, an appropriate supply of available land is maintained as required to meet the orderly growth and development needs of the City of Quinte West.
    • Ensure, in association with other department staff that any statutory obligations imposed by the Provincial government are met on any matter relating to long range or policy land use planning matters.
    • Maintain, in association with the Manager, statistics of existing land use and residential land supply.
    • Respond to land inquiries initiated by lawyers, developers and the public.
    • Advise building inspection staff with respect to zoning compliance of building permit applications and zoning by-law infractions.
    • Participate in special projects as required by the Manager or Director from time to time.
    • Demonstrate a commitment to learning and overall professional development.
    • Follow all guidelines for employees and employers as legislated under the Ontario Occupational Health and Safety Act , other applicable legislation, best practices, City policies and procedures where applicable.

    Contacts:

    The position will have direct contact with:

    Internal:The Manager of Planning Services, the Director of Planning and Development Services, other City Departments, Council members and Committees of Council where required.

    External:The general public, federal and provincial government staff and agencies, developers, consultants where appropriate, contractors and solicitors.

    Education/Specialized Training/Skills:

    • A minimum of a four (4) year Undergraduate Planning Degree from a University recognized by the Ontario Professional Planners Institute (OPPI) along with membership in, or eligible for membership in OPPI or a four (4) year undergraduate planning related degree with full membership in OPPI.
    • Comprehensive knowledge, education/ training and experience in one or more of the major responsibility areas is required.
    • This position requires a progressive and comprehensive knowledge of municipal land use planning in Ontario including subdivision control, site plan control, official plans, zoning by-laws, minor variances, consents and other aspects of municipal planning.
    • An understanding of municipal engineering practices will be an asset. The ability to negotiate and mediate to avoid and resolve conflicts is an essential requirement. Excellent organizational, project management skills and strong communication skills, both verbal and written are required.
    • A highly developed sense of professionalism, tact and diplomacy.
    • Must demonstrate respect for confidential and sensitive issues.
    • Demonstrated telephone and public relations skills.
    • Demonstrated ethical behaviour and business practices.
    • Strong computer skills including Google Workspace, Microsoft Word, Excel, PowerPoint, Dayforce (or other similar software programs) email and internet.
    • Strong written and verbal communication skills.
    • Strong and effective analytical, strategic, critical thinking and problem solving abilities.

    Nice to have:

    Although not required, the following would be considered a preferred asset to the position.

    • A valid Class G Driver's Licence and a safe driving record in good standing, satisfactory to the employer.
    • The ability to communicate in both English and French.

    Work Experience:

    • A minimum of five (5) years relevant professional planning experience is required.
    • Demonstrated communication, decision-making and public relations skills.
    • Capable of issuing clearly understandable written and oral reports.
    • Experience in computer programs including Google Workspace, Microsoft Word, Microsoft Excel, etc.
    • The position requires a commitment to understanding and meeting customer/community needs, working with others as a team and striving continually to provide high quality, cost effective services to the community.

    Nice to have:

    Although not required, the following would be considered an asset to the position.

    • Three (3) years of direct experience in a municipal environment.
    • Experience in policy formulation, development review and participation at the Ontario Land Tribunal (OLT) .

    Decision Making:

    The position is responsible for providing timely, accurate advice to the Manager and the Director, other City Departments where appropriate and to respond to the decisions and directions generated by same.

    Supervision:

    • Not applicable.
    • Work in an office environment.
    • Attend evening Committee meetings as required.
    • Occasional requirement to work in an outside environment in disagreeable conditions.
