The Role(s):


Utility Technician:


Reporting to the Supervisor of Utility Services, the Utility Technician ensures adequate operation of all water/wastewater treatment and distribution/collection system equipment and facilities, including intake structures, tanks, pump stations, pumps, valve systems, chemical feed systems, process and water quality analyzers, monitoring equipment, and all other mechanical and non-mechanical equipment.

This includes collection of routine water/wastewater samples per established schedule, regular inspections of the distribution/collection systems, turn-on and turn-offs of customer services, performing meter reads and responding to customer inquiries and complaints.

The Utility Technician often works independently with limited supervision. This role requires the ability to be on standby and respond within 30 minutes to after-hours calls.


Utility Operator:


The Utility Operator report directly to the Supervisor of Utility Services and is responsible for ensuring systems meet regulatory requirements.

The Operator controls, investigates and correct all operational issues, performs regular maintenance activities on treatment and distribution facilities, and performs emergent system breakdowns, diagnoses point of failure (root-cause) to determine appropriate action to resolve the system issue.

The Operator provides direction to Utility Technician(s) in the field and participates in projects addressing risks to community users or the environment.


  • Job Requirements
    Required Education and Experience:

Utility Technician:


  • Level 1 Operator Certification in any of the following: Water Treatment, Wastewater Treatment, Water Distribution, and Wastewater Collection; an equivalent combination of certification may be considered.
  • Valid First Aid Certificate
  • Valid Class 5 Drivers License
  • Prefer 3 years recent, related experience

Utility Operator:


  • Level 2 Operator Certification in any of the following: Wastewater Treatment, Wastewater Collection, Water Treatment, and/or Water Distribution; an equivalent combination of certification may be considered.
  • Valid Class 5 Drivers License
  • Valid First Aid Certificate
  • Prefer 6 years recent, relevant work experience in wastewater systems operation and maintenance

Desired Training and Experience for BOTH Roles:

  • Confined Space Entry and/or Rescue training and experience
  • Knowledge of WHIMS 2015 and TDG
  • Hydrant Maintenance training
  • Skid Steer and Compact Excavator operational experience and training
  • Forklift Operation Certification
These positions fall under the provisions of the Collective Agreement with the Canadian Union of Public Employees, Local The rate of pay is based upon the EOCP certification and experience with the following bi-weekly pay ranges:

  • Utility Technician
  • Pay Grade 6
  • $2, $2,524.9
  • Utility Operator
  • Pay Grade 8
  • $2, $2,865.58
