As part of the ONxpress consortium, Alstom is proudly working to transform the collective mobility of the Greater Toronto and Hamilton areas (GTHA) through the On-Corridor Works project, and we are hiring for hundreds of roles.
Our scope:
new electric locomotives, train control systems, network electrification, signalling, telecommunications and digital systems, and much more.
Purpose of the job:
- Manage the Development Phase (DP) Bundle Quality Costs Delivery Performance (QCDP) commitment.
- Deliver the best project proposal with a defined scope in a timely manner within the Value for Money principles defined by the contract.
Main Responsibilities
- For each Gateway and Bundle:
- Co-ordinate internal activities to identify and understand Customer's needs
- Promote the Company and its product
- Work in close relationships with Project Directors and the full project team:
- Determine the complexity of the tender based on reliable information using a criticality matrix.
- Build liaison with the Project Planning & Cost Manager on the schedule of the different submissions within the JDP.
- Review & validate the Instructions for Quotation (IFQ).
- Support the Project Director and Contract manager in defining the JDP commercial strategy.
- Support the Project Director Leader with Partners.
- Support the Project Director in performing Win No Go (WNG), Tender Review Meeting (TRM), Tender Transfer Meeting (TTM), Win Loss Analysis (WLA) and consolidation of inputs from Support functions.
- Support the Project Director to perform the Detailed Requirement Capture (Commercial part).
- Support the Project Director in updating the information on Wall. C.
- Supports the Joint Development Phase (JDP) budget preparation in accordance with the Project Agreement (PA) requirements
- Define the bid operational strategy:
- Analyze in detail the PA and confirm the JDP operational strategy taking into account the commercial strategy defined together with the Project Director.
- Secure compliance with the PA requirements for each gateway.
- Ensure Product Organization is clearly defined and agreed with Platforms and Regions.
- Propose the Tender Project Organization and Work Breakdown Structure and have it validated.
- Confirm the offered solution:
- Agree with the Platform and the Project Directors on how gaps are addressed.
- Ensure offered solution compliance versus Customer requirements and internal product strategy; Identify deviations.
- Review compliance matrix.
- Ensure compliance wherever applicable during the JDP submission preparation with applicable Alstom rules & instructions:
- PMT-PRO-001, Code of Ethics & Compliance, EHS, Railway Safety, Quality, Project Management Manual, etc.
- With the support of the Finance Tender Manager, ensure compliance of financials with Alstom Finance's golden rules (cash curve, hedging, CPA).
- Manage QCD optimization (in liaising with the project Directors) and obtain clear commitments from different actors:
- Identify, analyze and evaluate QCD gaps & manage the QCD review.
- Define interfaces and allocate between actors the cost targets and contractual obligations.
- Check, challenge and properly consolidate documented commitments.
- Participate in the risks & opportunities reviews as per PA requirements.
- Prepare the documentation necessary to submit to Customer:
- Prepare the D&C proposal, as requested by the Client.
- Ensure D&C proposal consistency with ONxpress Partners.
- Review the price list and bill of quantities in line with the Project Directors' and Finance Tender Manager's instructions.
- Prepare administrative documentation upon delegation by Project Director.
- Keep records of all documentation produced during JDP preparation (RFP, Q&A, Presentations, letters, contract) and traceability until bundle acceptance (Logbook).
- Attend and participate in Customer negotiation meetings.
- Verify the feasibility of the evolutions requested versus the offered and approved reference.
- Update QCD data and, obtain revised QCD commitments from different units, validate QCD commitment for each release of the bundles.
- Ensure that all Customer questions have been answered in line with commercial strategy.
