Role:


The Financial Services Division supports the goals and objectives of Alberta Environment and Protected Areas Ministry by taking a leadership role in Governance, Accountability, and Procurement and Contract Management.

Contract spending is a significant portion of the Ministry's budget and must be managed diligently to minimize any potential risks to the Ministry and the GOA.


Reporting to a Team Lead, this position is viewed as a knowledgeable advisor with expertise in managing risks related to procurement and facilitating the procurement process.

As a primary contact and resource for contract and procurement processes.

The Contract and Procurement Specialist collaborates with program area representatives to ensure their procurement requirements are clearly defined in order to achieve the business area's requirements.


The incumbent will provide guidance, advice, and oversight to ensure effective management of the processes and compliance to policies and procedures.


  • Provide advice and guidance to the Ministry staff on acts, regulations, Ministry and GOArelated policies, business rules, processes, and procedures related to procurement, contract, and grant management.
  • Review policies, processes, and practices; Research the best practices and recommend improvements for overall effectiveness and efficiency.
  • Managing procurement, contract, and grant projects.
  • Provide assistance and recommendations to Ministry staff regarding procurement, contract, and grantrelated inquiries.
  • Prepare solicitation documents and public tender documents, evaluation processes, and drafting contracts.
  • Support grant management to ensure projects are delivered and complies with the terms and conditions of the agreement. Monitoring and reporting on the Ministry contracts and grant progress and information inquires.

This role drives consistency and accountability across all divisions, supports ethical behavior, ensures integrity of the process, and promotes the objective to obtain best value for money.

Operating within the Government of Alberta Procurement Accountability Framework, the Contract and Procurement Specialist ensures compliance with applicable trade agreements, legislation, regulations, policies, guidelines and procedures.


Role Cont'd:


The Contract and Procurement Specialist ensures that equitable opportunities are provided to proponents in a fair, open, and transparent manner, using the Alberta Purchasing Connection (APC) website and is knowledgeable managing various RFx processes including Request for Proposals (RFP), Request for Quotes (RFQ), Request for Information (RFI), and Pre-Qualification Requests (PQR).

The Contract and Procurement Specialist builds and maintains effective working relationships with stakeholders, facilitates best practices, applies the latest standards, and supports the development and enhancement of operational procedures and policies.

Other competencies include solid organizational and multi-tasking abilities, negotiation and conflict management skills and the ability to establish and maintain good working relationships with a variety of associates.


The incumbent is responsible for reviewing draft contract documents for clarity and reasonableness in terms of deliverables and scheduled payments as well as recording and maintaining the integrity of the contract information in a centralized electronic format.

Accuracy and integrity of data is imperative for monitoring department compliance, reporting for financial statement purposes and reporting to Executive Team and the Auditor General.


Success in this role requires the ability to work both independently and as part of a team while demonstrating the APS Values of respect, integrity, accountability and excellence.

Clear, concise, and professional communication skills with varying levels of expertise and knowledge are essential.

Qualifications:


Education:


University graduation in a Business Administration / Management or Commerce or a Post secondary education in a related field; Or a minimum of 4 years' experience in contract and grant administration and/or coordination is required.
