What you will do:


Reporting to the to the General Counsel and the Executive VP and Chief Financial Officer, the Legal Counsel, Employment and Workforce Compliance, acts as the focal point for non-union workforce legal compliance, corporate conflicts of interest and associated risk management, including policies, programs, and practices in the areas of Compensation and Employment Law.

The successful incumbent will play a key risk mitigation function for TOH.

The Legal Counsel will provide expert and effective counsel; manage external counsel relationships; and identify, monitor, and manage potential areas of legal vulnerability and risk.

Legal Counsel will be expected to develop strong relationships to drive performance and provide a disciplined, well balanced, and values-based approach to anticipating, mitigating and managing risks and seizing opportunities.

The role will deliver expert legal counsel to key internal stakeholders, including senior leadership, to execute on legal and regulatory requirements relating to TOH's organizational objectives.


Legal Counsel is a resource for hospital staff on a wide range of employment related issues on a day-to-day basis.

The position also supports the standardization of due diligence and related policy development, claims management and legislative and regulatory compliance analysis within this functional area as well as provides support on occasion, on matters related to labour relations.


Responsibilities include:

  • Managing and providing specialized conflict of interest and nonunion workforce advisory services and evidencebased strategic advice and agreement/transaction support on complex employment/legal matters
  • Providing technical employment legal support, leadership and education to corporate teams and to management of all levels across TOH, evaluating and assessing risk, liabilities, and efficiencies from a workforce/employment legal perspective.
  • Drafting relevant contract templates, developing frameworks for riskbased negotiations, and negotiating relevant contracts.
  • Collaborating with other department and team leads on complex and multidisciplinary projects, providing reasonable, balanced, and researchedbased legal advice.
  • Ensuring TOH is compliant with workforcerelated legislation, regulations, and rules of regulatory agencies, and that its policies and procedures are monitored for compliance.
  • Leading and implementing TOH's Conflict of Interest process and support the development of appropriate management plans to mitigate risks relating to actual or perceived conflicts of interest with TOH's staff, including physicians.
  • Reviewing, in collaboration with the Director, General Accounting and the Chief Procurement Officer, all funding agreements between industry/third parties to mitigate risks associated with conflicts of interest between TOH staff and the industry/third parties.

What you will bring:


  • Undergraduate degree in a relevant field of study;
  • Juris Doctor Degree (J.D.) or Bachelor of Laws (LLB);
  • Call to the Ontario Bar and member in good standing with the Law Society of Ontario;
  • Five (5) years of experience with regulatory and legal research, including solid working knowledge of electronic legal databases and legal reference tools (CanLII, WestlawNext, LexisNexis Quicklaw, Brown, and Beatty, etc.);
  • Superior knowledge of Workforce/Employment policies and procedures, and employmentrelated legislation (i.e., Labour Relations Act, Pay Equity Act, Human Rights Code, Occupational Health and Safety Act, Workplace Safety and Insurance Act, Employment Standards Act, Hospital Labour Disputes Arbitration Act, Public Service Labour Relations Transition Act etc.);
  • Superior knowledge of Legal principles and framework associated with all aspects of Conflict of Interests and Employee Relations (including collective bargaining, grievance arbitration, discipline and disc
