Reporting to the Chief Financial Officer, the Procurement Manager is responsible for procurement activities related to the sourcing, negotiation and implementation of Engineering, Procurement and Construction agreements for the development of utility-scale renewable energy sites across Canada as well as the sourcing of major equipment and the negotiation of Long-Term Services Agreements required for the operation and maintenance of these sites.

Responsibilities

  • Work closely with the Business Development, Construction and Operations teams on utilityscale development and repower projects across various renewable technologies (Solar, Wind, BESS, Green Hydrogen) throughout Canada.
  • Liaise with the internal technical team and external consultants to obtain and verify technical specifications.
  • Manage the entire bid process from RFP development through Contract Execution by:
  • Preparing all commercial bid documents including contractual terms and conditions with support from Legal Counsel.
  • Leading RFP kickoff meeting with all relevant stakeholders.
  • Managing and maintaining the integrity of the bid process.
  • Developing bid evaluation matrix with support from the technical team and coordinating technical evaluations, conducting commercial evaluations including normalization of all compliant proposals.
  • Preparing a final vendor recommendation for senior management.
  • Reviewing all comments and exceptions taken to the proposed Form of Agreement and working with Legal Counsel to negotiate a final Agreement.
  • Developing strong relationships with a network of EPC Contractors across North America.
  • Staying current with market requirements, resources, pricing, and trends.

Requirements:


  • 710 years Procurement experience, with 5+ years of experience in Renewable Energy with a focus on EPC utilityscale development projects; however similar transferable experience within another Industry will be considered.
  • Possess a strong understanding of the Canadian energy markets and EPC landscape.
  • Deep working knowledge of the renewable energy market and vendor landscape, pricing, terms and trends.
  • Experience with negotiating EPC, Major Equipment and Long-Term Services Agreements for utilityscale projects
  • Possesses a strong understanding of procurement contracts along with excellent negotiation skills.
  • Understanding of Investment Tax Credits (ITCs) and PTC credits would be considered an asset.
  • Sound knowledge with respect to performance and risk mitigation mechanisms.
  • Extensive knowledge and experience with recognized procurement practices and corporate governance principals
  • Strong understanding of the commercial and technical needs of the Renewable Energy business such as liquidated damages, performances guarantees, warranties and payment securities (Bonding, Parental Guarantees and letters of credit).
  • Able to interact with remote internal business staff and external vendor & contractor personnel effectively and professionally.
  • Positive, proactive approach to enhancing procurement methods and company practices.
  • Excellent written and oral communication skills.

Qualifications

  • A university degree / college diploma in Procurement/Supply Chain, Engineering or Project Management is considered an asset.
  • Professional designations including but not limited to PMP, P. Eng, or a recognized Supply Chain Certification is considered an asset.
  • Experience working with EPC Contractors within the North American Renewable Industry is considered as asset.
