Project

The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia.

It involves constructing and operating a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and produce approximately 2.1 million tonnes per year of LNG.


Woodfibre Management Ltd is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.

Position

The Project Services Manager is integral to Woodfibre LNG's dynamic team.

The Project Services Manager reports to the Site Project Manager and will manage the Project Controls team from pre-FID through handover to Operations and project closeout project.

Key Responsibilities


The successful applicant will:

  • Take accountability for projectintegrated planning, budgeting, change management, cost control, cost estimating, cost and schedule forecasting, and reporting activities.
  • Supervise direct reports and collaborate with other projects and business unit groups to ensure accurate cost and schedule reporting.
  • Prepare and maintain project cost estimates and annual budgets.
  • Prepare and maintain overall project integrated schedule.
  • Prepare and maintain project risk register.
  • Prepare project closeout cost and schedule report.
  • Provide oversight and coordination of EPC Contractors and subcontractors.
  • Develop a PMT Project Controls Procedure.
  • Develop and maintain project work breakdown structure (WBS) and cost breakdown structure (CBS).
  • Develop and manage annual budget; provide accurate cost and schedule forecasting.
  • Develop and implement Project Controls cost and change management system.
  • Review, comment and monitor contractors' and suppliers' plans, schedules, cost control and estimate plans, procedures and associated activities, including change management and reporting.
  • Prepare and issue weekly and monthly project reports in collaboration with all PMT groups.
  • Prepare monthly cost and schedule reports, ensuring accurate actual costs, commitments, trends, change orders and forecasting.
  • Prepare monthly meeting slide presentations in collaboration with all PMT groups.
  • Facilitate cost, schedule and risk reviews; participate in project audits and workshops.
  • Lead PMT effort in identifying and mitigating project risks with impacts to scope, cost, and schedule.
Required Experience

  • Bachelor's degree or relevant work experience.
  • 20+ years of project experience in major capital projects in the oil and gas industry, LNG project experience a plus.
  • Strong knowledge and experience in planning, cost engineering and controls with heavy budgeting, cost forecasting, change management, cost estimating, scheduling and risk management expertise.
  • At least 15+ years of direct supervisory experience.
  • Worked on at least one $1.0+ Billion EPC lump sum project as Project Controls Manager.
  • Team player with proven management and leadership skills.
  • Strong written and oral communication skills.
  • Proficient in using MS Office Suite (Word, Excel, PowerPoint, Projects), Primavera planning software and other specialized cost software packages, as required.
  • Ability to build relationships quickly in multidisciplinary, multicultural, and multicompany environments.

In carrying out the role, travel relocation and travel will be required:

Required to work in contractor's office in Houston, with travel to Vancouver, Squamish, and other Canadian locations.

  • Post-

FID:

Work in contractor office in Houston and move to site in Squamish, BC, at the appropriate transition time to manage the position's areas of responsibilities.


  • General: Travel globally to support the project execution, as required, for meetings, workshops, and audits in the Americas, Europe, and Asia.
  • Experience working with large multidisciplinary teams and contractors in a multicultural environment is an asset.
  • Communication/interpersonal skills interacting with frontline workers through to management and all hierarchical levels.
