The Local Government Management Association of British Columbia, located on the traditional territories of the
lək̓wəŋən Peoples known today as the Esquimalt and Songhees Nations in Victoria, BC, is an independent non-profit organization that has been providing professional development and training for local government professionals across B.C.

We are looking for a highly organized, solution-focused individual with exceptional learning development skills to join our team


Reporting to the Executive Director, as Program Manager you function with a high degree of independence, model integrity in serving local government to the highest ethical standard, and are committed to enhancing the Association's reputation.

You develop and maintain a broad network of cooperative relationships and effectively liaise with internal and external stakeholders.

You have excellent problem solving, communication, and change management skills, with the ability to exercise a high degree of judgment in situations of uncertainty or shifting priorities.

This is a 35 hour per week position.

The key responsibilities of the Program Manager position include:


  • Facilitating design sessions with volunteer and contracted faculty to determine training content, format and delivery methods;
  • Sourcing, assessing, recruiting and supporting local government professionals from across the province to deliver or facilitate the Association's training and educational programs;
  • Providing direction to LGMA staff, suppliers and volunteers to ensure effective and efficient program delivery, and monitoring both financial and program outcomes to ensure high quality;
  • Representing LGMA at meetings and events, including attendance as the sole LGMA representative, and developing positive relationships with all internal/external stakeholders;
  • Developing and maintaining networks and relationships with members of other agencies core to the local government system support (e.g., UBCM, provincial ministries, FNPSS);
  • Providing strategic and technical advice to the Executive Director and the Board;
  • Participating in organizational, strategic, financial and resource planning;
  • Contributing to longerrange planning, policy making, and strategic priorities such as improved Indigenous relations;
  • Working collaboratively with the LGMA team and contracted staff to support collaboration, innovation, and shared success; and
  • Forging strategic alliances with key partners and sponsors and expanding the LGMA volunteer network.
A minimum of five years' demonstrated experience with;

  • Program/project planning, implementation and evaluation;
  • Learning & Development or education program management;
  • Working collaboratively with volunteers who provide program advice and training;
  • Managing budgets;
  • Managing vendors, suppliers and contractors;
  • Other technology inherent in the job including Office 365


The compensation range for this position is
$44.30/hour ($80,633 annually) in addition to a comprehensive benefit package and flexible working hours.

Bachelor's degree
